CHAPTER 300
(Senate Bill 278)
AN ACT to repeal and re-enact, with amendments, Section 31 of
Article 64A of the Annotated Code of Maryland (1951 Edition),
title "Merit System", providing that any State employee who is
suspended by the appointing authority for a period aggregating
more than fifteen working days in any calendar year may appeal
such additional suspension or suspensions to the Commissioner of
Personnel.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 31 of Article 64A of the Annotated Code of Maryland
(1951 Edition), title "Merit System", be and the same is hereby
repealed and re-enacted, with amendments, to read as follows :
31. The appointing authority may for disciplinary purposes sus-
pend an employee. Every such suspension shall be without pay; pro-
vided, however, that [the Commissioner shall have authority to inves-
tigate the suspension of every person suspended for a period aggre-
gating more than thirty days in any calendar year,] any employee
who is suspended by the appointing authority for a period aggregat-
ing more than fifteen working days in any calendar year may appeal
such additional suspension or suspensions to the Commissioner, and
in case of [his] the Commissioner's disapproval he shall have power
to restore pay to the employee so suspended. With respect to his
employees the Commissioner shall be deemed the appointing author-
ity and the Governor shall act in the place and stead of the Commis-
sioner for the purpose of this Section.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 301
(Senate Bill 281)
AN ACT to repeal and re-enact, with amendments, Section 72A of
Article 5 of the Annotated Code of Maryland (1956 Supp.),
title "Appeals and Errors", sub-title "Costs", to provide that the
costs of all criminal and habeas corpus appeals, including print-
ing of the State's briefs and record extracts, be paid by the politi-
cal subdivisions in which such cases originated, requiring the
State's Attorney of the political subdivision to recover costs from
delinquent defendants, and making the Act applicable to costs
previously incurred.
