The term "substantially completed" shall mean when the improve-
ment is under roof, plastered or ceiled and trimmed, in the case of
dwelling units, and ready for use in the case of other improvements.
All funds collected under the provisions of this section shall be
credited in the same manner as taxes of a like nature collected under
the annual levy are credited.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the mem-
bers elected to each of the houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 236
(House Bill 3)
AN ACT to add new Section 53A to Article 43 of the Annotated
Code of Maryland (1951 Edition), title "Health", sub-title "Mis-
cellaneous Provisions", said new section to follow immediately
after Section 53 thereof, relating to the crime of carrying liquor
into State tuberculosis or chronic disease hospitals for patients
therein and to the use of such liquor by employees thereof and
relating to the penalty therefor.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 53A be and it is hereby added to Article 43 of the
Annotated Code of Maryland (1951 Edition), title "Health", sub-title
"Miscellaneous Provisions", said new section to follow immediately
after Section 53 thereof, and to read as follows:
53A. (a) It shall be unlawful for any person to carry into any
inmate OR PATIENT area of any State tuberculosis or ehronic
disease hospital HOSPITAL RECEIVING COUNTY OR STATE
FINANCIAL AID STATE TUBERCULOSIS OR CHRONIC DIS-
EASE HOSPITAL any intoxicating liquor except with the approval
of the Superintendent of said hospital, or for any employee of any
such hospital to drink any intoxicating liquor while on duty, provided
that nothing in this section shall be construed to prevent or prohibit
any employee of such hospital from bringing on or into such area
any intoxicating liquor for his or her own use and not for the use
of inmates. OR PATIENTS.
(b) Any person who violates any of the provisions of this Act
shall be guilty of a misdemeanor, and, upon conviction thereof, shall
be fined not less than Ten Dollars ($10) nor more than One Hun-
dred Dollars ($100), or sentenced to not more than sixty days in
jail, or both fined and imprisoned, at the discretion of the court.
