factory service; provided, however, that the County Commissioners
shall have the right to reject any and all bids and to re-advertise for
other bids. Upon the opening of bids and the awarding of contracts
to the lowest responsible bidder, the County Commissioners shall pub-
licly announce the amounts of all bids submitted together with the
names of all bidders. Any contract entered into or purchase made in
violation of the provisions of this section shall be null and void.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 216
(Senate Bill 353)

AN ACT to repeal and re-enact, with amendments, Sections 66 and
67 of Article 97 of the Annotated Code of Maryland (1951 Edi-
tion), entitled "Weights and Measures", sub-titled "Solid Fuel",
exempting certain deliveries of bituminous coal from the provi-
sions thereof and changing the method of weighing solid fuel.

Section 1. Be it enacted by the General Assembly of Maryland,
That sections 66 and 67 of Article 97 of the Annotated Code of Mary-
land (1951 Edition), entitled "Weights and Measures", sub-titled
"Solid Fuel", be and they are hereby repealed and re-enacted, with
amendments, to read as follows:

66. All deliveries of solid fuel to purchasers who are consumers
thereof, except solid fuel which is sold in bags in lots of one hun-
dred pounds or less, not exceeding a total of one-quarter ton, shall be
evidenced by a "delivery ticket". Such delivery ticket shall bear
upon its face the following statement: "I hereby attest that I have
delivered to the purchaser named herein the quantity and kind of
coal specified in this ticket", and this statement shall be signed in
ink or indelible pencil upon the original and one of the duplicate
originals by the person actually making the delivery. Every delivery
ticket shall also contain upon its face, in ink or indelible pencil, the
following information: (a) date of issuance; (b) name and address
of the person, firm or corporation selling the solid fuel; (c) the name
and address of the purchaser; (d) the quantity in pounds and the
kind, grade and size of the solid fuel delivered; (e) the signature
of the licensed weighmaster issuing such ticket, together with his
license number; (f) the license number on the vehicle carrying the
solid fuel. Every delivery ticket shall be issued in triplicate, shall be
serially numbered in each yard or branch, and shall be used only in
consecutive order. One of the delivery tickets issued shall be used as
the delivery receipt and shall be signed on its face by the recipient
of the solid fuel or his agent. Another one of such delivery tickets
