288B. QUALIFICATIONS OF VOTERS.

(a)  Persons entitled to vote.

Every resident of this State, over 21 years of age, who shall have
been an enrolled member of the Parish where he offers to vote for
six months next preceding the day of election, and who shall have
shared in the work of the Parish by contributions, donations or per-
sonal services rendered at the request or with the consent of the
Vestry, or who shall have complied with such other financial require-
ments as the by-laws of the Parish may provide, shall have the right
of suffrage for the election of Vestrymen for such Parish.

(b)  Right to vote on other Parish matters.

Any person qualified to vote for the election of Vestrymen shall
have the right to vote on any other matter pertaining to the Parish
on which the congregation may act.

(c)  Enrollment.

(1)  Of bona fide resident members.

Every communicant and baptized member of the Protestant Episco-
pal Church, other than a transferee, having a bona fide residence in
any Parish, may be enrolled, with his consent but not otherwise,
as a member of the Parish in which he resides by the Registrar of
such Parish, without formal application.

(2)  Of transferred members.

Every communicant and baptized member of the Protestant Episco-
pal Church, removing from one Parish to another, who desires to be
transferred, shall be enrolled by the Registrar of the Parish to which
he may remove upon the receipt of a certificate of transfer or without
it, as the case may be, pursuant to general or diocesan canonical
mandate.

(3) Of other members.

Every communicant and baptized member of the Protestant Episco-
pal Church, regardless of parochial residence, who shall apply for
the purpose, shall be enrolled by the Registrar as a member of the
Parish in which he applies for enrollment.

(4) Of contributors.

Unless otherwise provided by the by-laws of the Parish, every
baptized person, whether he be a communicant of the Protestant
Episcopal Church or not, who shall be recorded as haying contributed
regularly to the Parish, shall be enrolled by the Registrar as a mem-
ber of the Parish to which he contributed, if he so desires.

(d)  Challenged votes.

If, in the course of any congregational meeting, the vote of any
proposed voter is challenged, his qualification to vote shall be deter-
mined (i) by the Vestrymen present, or a majority of them, (ii) by
a majority of the qualified voters present, or (iii) by a committee
of three members of the congregation designated by the chairman,
acting as judges, after a majority of the qualified voters shall have
decided which of the three groups shall act as such judges.
