to have forfeited all rights of ownership or possession and the dog
shall be deemed the property of Queen Anne's County. Said dog
shall remain impounded for an additional forty-eight (48) hours,
during which time any person so desiring, may obtain ownership of
said dog by tendering the fee for the costs of seizure and impounding
and by purchasing a license as required by Section 220.

221H. Any dog seized as aforesaid and not redeemed within one
hundred and twenty (120) hours from time of seizure, shall be killed
by the Dog Warden or one of his duly authorized deputies in the most
humane manner possible.

221-1. All funds derived from the issuance of licenses as afore-
said and all funds received in the form of fees for seizure and im-
pounding of dogs as aforesaid shall be turned over to the County
Treasurer not less than once each month and shall become a part
of the general funds of said County.

221J. Whenever the County Commissioners of Queen Anne's
County are of the opinion that the health, welfare and safety of the
citizens of Queen Anne's County require, said County Commissioners
may by resolution provide for quarantine of all dogs, and they may
make such further rules and regulations concerning dogs as they
may deem necessary, including restriction of dogs to the property of
the owner or keeper thereof unless accompanied and controlled by a
responsible person.

221K. The County Commissioners of Queen Anne's County shall
have the power in their discretion to make from time to time all
necessary rules and regulations for the sale of dog licenses, the keep-
ing of records of such licenses, and the convenient and effective
enforcement of the provisions of this sub-title.

221L. Any person violating or refusing to comply with any of
the provisions of this sub-title or any rules or regulations passed
in pursuance thereof shall be guilty of a misdemeanor, and upon
conviction thereof before any Trial Magistrate of the County, or in
the Circuit Court for Queen Anne's County shall be fined a sum of
not less than Five Dollars ($5.00) nor more than Fifty Dollars
($50.00) or shall be imprisoned in the county jail for not more than
sixty (60) days, or shall be both fined and imprisoned in the discre-
tion of the Trial Magistrate or Court. It shall be the duty of the
State's Attorney, the Dog Warden, and his deputies to prosecute all
persons found violating the law by refusing to comply with its
provisions.

Sec. 2. And be it further enacted, That Sections 200 through Sec-
tion 207, inclusive, of Article 56 of the Annotated Code of Maryland
(1951 Edition, as amended from time to time), be and they are
hereby repealed insofar as they apply to Queen Anne's County and
any other laws inconsistent with the provisions of this Act be and
they are hereby repealed to the extent of such inconsistency.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety and having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.
