Dear Mr. President:
Senate Bill 518, which relates to clam dredging, substantially
duplicates House Bill 831, except for very desirable regulatory pro-
visions.
I have, therefore, signed House Bill 831, and am herewith vetoing
Senate Bill 518 as an unnecessary duplication.

Senate Bill No. 528—Menhaden in the Atlantic Ocean
AN ACT to add new Section 259 (d) to Article 66C of the Annotated
Code of Maryland (1951 Edition), title "Natural Resources", sub-
title "Part 2. Tidal Waters", said new section to follow immedi-
ately after Section 259 (c) thereof; providing that it shall be legal
to take or catch menhaden in the Chesapeake Bay or the Atlantic
Ocean by use of buck net or purse net. TO REPEAL AND
RE-ENACT, WITH AMENDMENTS, SECTION 258 OF SAID
ARTICLE AND SUB-TITLE, PROVIDING THAT NOTHING IN
SAID SECTIONS 258 AND 259 SHALL BE CONSTRUED TO
PROHIBIT THE USE OF PURSE NETS TO TAKE OR CATCH
MENHADEN IN THE ATLANTIC OCEAN EXCEPT WITHIN
THREE MILES OF THE BEACH, ADJACENT TO THE COR-
PORATE LIMITS OF OCEAN CITY, MARYLAND.

Senate Bill 528 by its title purports to authorize purse net catching
of menhaden in the Atlantic Ocean, while the body of the Bill also
includes a large part of the Chesapeake Bay. The Attorney General
under date of April 16, 1957, in holding the measure unconstitutional,
advised as follows:
According to its title, Senate Bill No. 528 adds a new Section 259
(d) to Article 66C of the Annotated Code of Maryland (1951 Ed.),
and further repeals and re-enacts with amendments Section 258 of
said Article 66C. The title further states that such addition and
