Resolved, That the Board of Public Works be directed not to sanc-
tion any such destruction unless a full report on the circumstances
and reasons is first made to the members of the General Assembly,
and be it further
Resolved, That the Secretary of the Senate be instructed to send a
copy of this resolution to the Secretary of the Board of Public Works
and that pending the availability of printed copies of the resolution,
he further be directed to communicate at once by telephone or messen-
ger with the members of the Board of Public Works, and be it further
Resolved, That in such communication the Secretary of the Senate
be instructed to make strong representations of the important ques-
tions of public policy here being raised by the General Assembly.

(House Joint Resolution 6)
House Joint Resolution requesting the State Department of Education
to make an exhaustive survey of the potential development of the
program for the pre-school education of handicapped children
over the period of the next five years.
Whereas, Pursuant to the study made by the Legislative Council's
Committee on the Pre-School Education of Handicapped Children,
there was introduced into the General Assembly of 1957, Senate
Bill No. 11 to provide for a separate item in the State Budget for
this purpose in an amount not less than Two Hundred and Fifty
Thousand Dollars ($250,000.) annually; and
Whereas, In the enactment of this bill, members of the General
Assembly were concerned over the potential development of this
item of expenditure into a much larger one; and
Whereas, It is the desire of the members of the General Assembly
to secure an accurate forecast of this program over the next five-
year period, in order that they may properly evaluate this item in
future State Budgets; now, therefore be it
Resolved by the General Assembly of Maryland, That the State
Department of Education be requested to make a thorough study of
the types of handicapped children who might be covered under the
provisions of Senate Bill No. 11 of 1957 and to project over a five-
year period the potential development of this program; and be it
further
Resolved, That in such study, the State Department of Educa-
tion be requested to submit figures in terms of the number of
