ty, outside the limits of any incorporated town, areas for the purpose
of providing governmental services or municipal functions such as but
not restricted to
street lighting, garbage and trash collection, removal
and disposition, street signs, cleaning of streets.

(F) THE BOARD OF COUNTY COMMISSIONERS MAY AC-
QUIRE A SITE, OR SITES, AS IN THEIR DISCRETION DEEMED
NECESSARY FOR THE PURPOSE OF PROVIDING LOCATIONS
AND FACILITIES FOR THE DISPOSAL OF GARBAGE AND
TRASH; AND TO OPERATE SAID FACILITIES, AND TO CON-
TRACT WITH ANY PERSON, PERSONS, CORPORATIONS OR
MUNICIPALITIES FOR THE USE THEREOF; THE COST OF
ACQUIRING, MAINTAINING AND OPERATING SAID SITES
AND LOCATIONS IS TO BE SELF-LIQUIDATING, WITH A
UNIFORM RATE TO ALL USERS.

(f) (G) Payment of the costs of the construction, reconstruction,
maintenance and operation of surface water or storm drainage sys-
tems as provided in Sub-sections (c) and (d) and for governmental
services or municipal functions as defined in Sub-section (e), shall be
by a tax levy against the properties benefited by the said improvement
and shall be paid for by an ad valorem tax levied against all of the
property assessed for County tax purposes within said area. The
said Board in addition to the above prescribed method of payment
of the costs for governmental services and/or municipal functions,
may in its discretion prescribe the method of payment of the costs
for the collection of garbage and trash as provided as follows: The
said Board may levy the costs of said collection and disposition as a
tax to be considered as a lien against the said property, the same as
other County taxes; the basis of said tax to be the total costs of said
services divided by the number of units served in the collection of
said garbage and trash. The Board of County Commissioners shall
by proper ordinance or resolution, adopt all necessary rules and
regulations for the construction, reconstruction, maintenance, or
operation of said improvements, municipal functions and govern-
mental services, and, shall fix the time and manner or

and all taxes levied by the Board of County Commissioners-; shall be
treated in all respects as County taxes, collected by the County Treas-
urer, and shall have all the priority and lien rights of County taxes.

(g) (H) The Board may require any owner or developer of a sub-
division or tract of land upon which dwellings, apartments, stores or
other buildings are to be erected to contribute what it deems to be a
fair share of the cost of a drainage project before it approves or con-
structs such project, such contribution to be paid in cash before the
construction begins or secured to the satisfaction of the Board; and
said Board may construct any part of an approved drainage project,
provided the person or company interested contributed not less than
one-half of the cost thereof.

(h) (I) The Board of County Commissioners of Prince George's
County, for the purpose of making any of the improvements provided
in this Act, or providing the governmental services of

functions or for the maintenance and operation of said facilities or
systems within the defined areas, are hereby given full power and
authority to borrow upon the faith and credit of Prince George's
County such sum or sums as may be needed for the purposes above
mentioned, to fix the maturity or maturities of any such debt, the
