or their heirs, assigns or successors, and without any liability upon
the part of the Commission for damage that might be done to the
same by reason of the Commission's operations in constructing or
maintaining its systems or works. Any violation of the provisions
of this section shall be a misdemeanor punishable under Section 601
of this sub-title.

601.   Every act or omission designated as a misdemeanor in this
sub-title, unless otherwise provided, shall be punishable by any trial
magistrate or the Circuit Court of the county within which such
offense is committed, and the offender shall, upon conviction, be
subject to a fine of not exceeding One Hundred Dollars ($100.00) or
to confinement for not more than thirty (SO) days in the county jail,
or both, in the discretion of the magistrate or Circuit Court. Where
such costs or omission is of a continuing nature and is persisted in,
violation of the provisions of this sub-title or of any rule or regula-
tion formulated thereunder, a conviction for one offense shall not be
a bar to the conviction for a continuation of such offense subsequent
to the first or any succeeding conviction.

602.    The Commission shall be, and it is hereby authorized to
prescribe all needful rules and regulations for the administration
and enforcement of this sub-title.

60S. (a) This sub-title shall constitute full and complete authority,
without regard to the provisions of any other law for the doing of the
acts and things herein authorized, and shall be liberally construed
to effect the purposes hereof; provided, however, that nothing herein
contained shall be taken as restricting any control which the State
Board of Health of Maryland, the Department of Geology, Mines and
Water Resources and the Water Pollution Control Commission are
empowered to exercise over or within any District.

(b)  The foregoing sections of this sub-title shall be deemed to pro-
vide an additional and alternative method for the doing of the things
authorized thereby, and shall be regarded as supplemental and addi-
tional to powers conferred by other laws, and shall not be regarded as
in derogation of any powers now existing.

(c)  All laws or parts of laws inconsistent with the provisions of
this sub-title are hereby repealed to the extent of such inconsistency.

604. The provisions of this sub-title are severable, and it is the
intention to confer the whole or any part of the powers herein pro-
vided for, and if any of the provisions of this sub-title shall be held
unconstitutional by any court of competent jurisdiction, the decision
of such court shall not affect or impair any of the remaining provi-
sions of this sub-title. It is hereby declared to be the legislative in-
tent that this sub-title would have been adopted had such unconsti-
tutional provision not been included therein.

605. NOTHING IN THIS SUB-TITLE SHALL APPLY TO, OR
BE EFFECTIVE IN THE COUNTIES OF ANNE ARUNDEL,
CAROLINE, GARRETT, HARFORD, MONTGOMERY, PRINCE
GEORGE'S, SOMERSET, WICOMICO, WORCESTER.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.
