the case may be, shall be executed by the proper officers of the with-
drawing or incoming county and shall be joined by the proper officers
of the governing body of the District, and in the case of a county
seeking to become a member of the District also by the proper officers
of each of the counties that are then members of the District, pur-
suant to resolutions or ordinances by the governing bodies of such
counties. In the case of a certificate of joinder, the certificate shall
set forth all of the information required in the case of original incor-
poration in so far as it applies to the incoming county, including the
name and address and term of office of the first member of the Com-
mission of the District from the incoming county. Articles of with-
drawal and articles of joinder shall be filed with the State Tax Com-
mission which shall receive the same and endorse thereon the date
and time of such receipt. If the Chairman or the Secretary of said
Commission finds that the articles of withdrawal or articles of joinder,
as the case may be, conform to law he shall forthwith endorse his
approval thereon and issue a certificate of approval to which shall
be attached a copy of the approved articles. Upon the issuance of
such certificate of approval by the Chairman or the Secretary of
said Commission said articles of withdrawal or articles of joinder,
as the case may be, shall become effective and be in full force and
effect and such articles shall be conclusively deemed to have been
lawfully and properly adopted. Promptly after the issuance of a
certificate of approval the said Commission shall record said articles
of withdrawal or articles of joinder, as the case may be, together
with the endorsements thereon, in the book kept by it for the purpose
of recording articles of incorporation.
581. (a) The powers of each District shall be exercised by a gov-
erning body (herein called the "Commission") composed as follows:
(1) If the District is incorporated by one county the Commission
shall be composed of three citizens of such county, no one of whom
shall hold any other office of said county during his term of office
on said Commission. The governing body of such county shall appoint
the members of the Commission, whose terms of office shall commence
on the date of appointment, and one of whom shall serve for two
years, one for four years, and one for six years from the January
first next succeeding the date of incorporation, and thereafter the
said governing body shall, at a meeting held not later than one month
prior to January first in each year in which a vacancy occurs, appoint
as a member of the Commission a citizen of the county for which
the District is created, for a term of six years, to succeed the member
whose term expires on the January first next succeeding.
(2) If the District is incorporated by two or more counties, the
Commission shall consist of a number of members at least equal to
the number of counties incorporating the District; but in no event
less than three. When one or more additional counties join an
existing District, each of such joining counties shall have one mem-
ber on the Commission. The first of such members shall be appointed
immediately upon the admission of the county into the District for
a full term of years equal to that fixed for the other members of
the Commission. The members of the Commission shall be appointed,
their terms staggered, and vacancies filled, and where the number
of counties joining is less than three, shall be apportioned in such
