Article 9 of the Code of Public Local Laws of Maryland (1930
Edition), title "Charles County", to be known as Sections 204A to
204X, inclusive, to follow immediately after Section 204 thereof, to
be known under the new sub-title "Metropolitan District" and to
read as follows:

Metropolitan District

204A. For the purpose of carrying out the provisions of this
sub-title, the sanitary districts created hereafter shall be under the
jurisdiction of a Commission of three persons, all of whom shall be
appointed by the Board of County Commissioners of Charles County,
and all of whom shall reside in Charles County, be resident tax-
payers of said County and qualified voters thereof. As soon as two
or more sanitary districts have been established, no member may
thereafter be appointed who resides in the same sanitary district
as any three members of the board so that no single sanitary dis-
trict shall have more than one member on the Commission. The
members of the Commission shall serve without salary. The term of
each of the three members shall be six years or until their successors
are appointed and have qualified, except that the first Commissioner
named by said Commissioners shall serve for two years, the second
for four years and the third for six years from the date of their ap-
pointment, and as the term of each Commissioner expires, his suc-
cessor shall be appointed by said County Commissioners. Any va-
cancy in the personnel of the Commission shall be filled by appoint-
ment by said County Commissioners for the unexpired term. The
Commission shall elect one of its members as Chairman, and shall
appoint, discharge at pleasure and, subject to the approval of said
County Commissioners, shall fix the compensation of a Secretary-
Treasurer, and/or a chief engineer, and such engineering, legal,
clerical and other personnel and help, as from time to time the Com-
mission may deem necessary to carry out the provisions of this sub-
title. The Secretary-Treasurer if any appointed by the Commission
shall be the collector of all charges and assessments made by the
Commission, and shall receive and account for all moneys which shall
be due and payable to said Commission from any source whatsoever.
All moneys deposited shall be protected by a depository bond, or by
such other securities as may be approved by the said Commission.
The Secretary-Treasurer shall give bond to the State of Maryland
to the amount of $10,000.00 with a good and sufficient surety to be
approved by the said Commissioners, with the condition "that if the
above bounden shall well and faithfully execute his office and shall
account to the said Commission for all moneys which he shall receive
for account of the Commission, or be answerable for by law, then the
said obligation to be void, otherwise to be and remain in full force
and effect". The said bond, when approved, shall be recorded in the
office of the Clerk of the Circuit Court for Charles County; and the
person so appointed, before entering upon the duties of his office
shall take an oath before the Clerk of the Circuit Court for said
County, in form similar to that taken by collectors of taxes, except
as to the title of the office. The Commission is hereby empowered to
pay the premiums on all bonds. All checks issued by said Commission
shall be countersigned by the Chairman. The said Commission shall
annually have its accounts audited by a certified public accountant,
to be selected by said Commission, and paid by said Commission, and
publish a full, true and itemized account, under oath of its receipts
and disbursements in a newspaper published in said county.
