the production of physical evidence before it from witnesses upon
whom process is served anywhere within the State as in civil cases
in the Circuit Court of the County or the Supreme Bench of Balti-
more City, by subpoena issued over the signature of the Chairman
or Vice-Chairman and the seal of the Board. Upon request by an
accused psychologist and statement under oath that the testimony
or evidence is necessary to his defense, the Board shall use this sub-
poena power in behalf of the accused psychologist.

(e)  Any person who feels aggrieved, by reason of the suspension
or revocation of his registration or of the reprimand, may file suit
within thirty days after receiving notice of the Board's order to
annul or vacate the order of the Board. The suit shall be filed against
the Board as defendant and service of process shall be upon either
the Chairman or Secretary of the Board. The suit shall be tried as
other civil cases; the burden of proof is upon the plaintiff assailing
the order of suspension, revocation or reprimand.

(f)  For reasons it deems sufficient and upon a vote of a majority
of its members, the Board may restore a certification which has been
revoked, reduce the period of suspension or withdraw a reprimand.

596. Privileged Communications. The confidential relations and
communication between a
certified psychologist and his client are
placed on the same basis as provided by the law of evidence for those
between an
attorney and his client. Nothing in this sub title shall be
construed to require such privileged communications to be disclosed.

596. Violations. Any person who, after December 31, 1957,
represents himself to be a psychologist within this State without
being certified or exempted in accordance with the provisions of this
sub-title is guilty of a misdemeanor and, upon conviction, shall be
fined not more than Five Hundred Dollars ($500.00) or be confined
in jail for not more than six months, or both. Each violation is a
separate offense.

598. 597. Fees. The fees charged by the Board will in general
reflect the magnitude of the Board's work in connection with process-
ing applications. The fee for applying for certification will be Ten Dol-
lars ($10.00). The fee for conducting written and oral examinations
will be Fifteen Dollars ($15.00). The fee for a certificate will be Ten
Dollars ($10.00). The fee for renewal of certificate will be Two
Dollars ($2.00) annually.

598. Disclaimer Clause. Nothing herein shall authorize any
person to engage in the practice of medicine as defined by the laws of
this State.

599. Protection of Board from Civil Action. No member of
the Board shall be liable to civil action for any act performed in good
faith in the performance of its duties as set forth in this sub-title.

600. Periodic Review and Revision. In order for this sub-title
to continue to protect the public and to reflect the new developments
in research, training, and the practice of psychology, it will be sub-
ject to periodic review and possible revision. After five years from
July 1, 1957, and no later than five years and sixty days thereafter,
