(8) The Absentee Voting Law provides that anyone who wilfully
signs any false application or oath, or who wilfully does any act
contrary to the terms and provisions of the Absentee Voting Law
with intent to cast an illegal vote or to aid another in doing so, or
who wilfully violates any of the provisions of that law or who
applies for a ballot under any other name than his own, shall, upon
conviction, be subject to a fine of $1,000 or to imprisonment for
not more than two years, or both, in the discretion of the Court.
(9) If any person eligible and desiring to vote is unable by reason
of sickness, wounds, injury or inability to read or write to mark
a ballot and sign the oath on the ballot envelope, any commissioned
officer, non-commissioned officer, not below the rank of sergeant,
or petty officer, may, at the request and in accordance with the
direction of the voter, mark the ballot, sign the name of the voter
on the line provided for the voter's signature, and complete the
oath on the face of the ballot envelope; and the following affidavit
shall be executed and enclosed in the Return Envelope—not in the
Ballot Envelope.
"The undersigned, at the request and in accordance with the direc-

250. Printing Ballots, (a) Time Required. The several Boards
shall have printed Absentee Ballots in the form provided for in this
sub-title, together with envelopes and instructions, not less than 55
days prior to an election, and shall begin mailing said Ballots, envel-
opes and instructions to Absentee Residents immediately after the
same have been printed.
