217. Contributions and Expenditures Must Pass Through Treasurer.

All contributions, money or other valuable things collected, received
or disbursed by any political committee, or by any member or mem-
bers thereof, for any purposes, shall be paid over to and made to
pass through the hands of the treasurer of such committee and shall
be disbursed by him; and it shall be unlawful and a violation of this
Article for any political committee, or for any member or members
of a political committee, to make any expenditure, to disburse or
expend money or any other valuable things, for any purposes until
the money or other valuable things so disbursed or expended shall
have passed through the hands of the treasurer of such committee.

218.  Contributions and Expenses of Candidate. (a) Contributions.
Any person a candidate for nomination for public office or a candi-
date for public office may make voluntary contributions or payment
of money to any treasurer or political agent, subject to the pro-
visions and restrictions of this Article and for any of the purposes
permitted by this Article and for no other purposes.

(b)  Expenses. Any person a candidate for nomination for public
office or a candidate for public office may pay his own expenses for
postage, telegrams, telephoning, stationery, printing, advertising,
radio and television programs, publishing, expressage, travel and
board.

(c)  Limits. It is unlawful for a candidate for nomination or a
candidate for public office, directly or indirectly, during any calendar
year or for any political campaign (which shall include both the
primary and general election), to make any payment, contribution,
expenditure or promise, or incur any liability to pay, contribute or
expend any money or thing of value in excess of $10,000 in the ag-
gregate in the case of a candidate for a State-wide office or United
States Senator or Representative in Congress, and for a candidate
for a city-wide office in Baltimore City, or $2,500 in the aggregate in
the case of a candidate for any other public or party office. This limi-
tation shall not be applicable to the payment of the personal ex-
penses provided for in sub-section (b) hereinabove. Any payment,
expenditure, contribution, promise or liability which may be made or
incurred, directly or indirectly
, by the spouse of any candidate for
nomination or public office shall be charged against the candidate as
if made by the candidate himself.

219.   Contributions and Expenses of Persons Not a Candidate. (a)

Restriction. No person other than a candidate shall, to aid or pro-
mote the success or defeat of any political party or principle or of
any proposition submitted to vote at any public election, or of any
candidate for nomination to public office, within six months prior to
any such election, make a payment or contribution of money or prop-
erty or incur any liability or promise any valuable thing to any per-
son other than to the treasurer or political agent of a candidate or
political committee; a contribution may be made directly to a candi-
date who has not appointed a political agent provided such candidate
shall thereupon report such contribution in the manner provided
herein for political agents. Nothing contained in this sub-title shall
limit or affect the right of any person to volunteer his time or per-
sonal vehicle for transportation incident to any election or to expend
money for proper legal expenses in maintaining or contesting the
remits of any such elections. However, nothing in this sub-section
