stroyed, with such other instructions as shall in his opinion be neces-
sary and proper, and shall prepare separate instructions for the
operation of voting machines.
208. Publication of Instructions and Specimen Ballots. The sets
of instructions prepared by the Attorney General shall be furnished
by the Secretary of State to the several Boards of Supervisors of
Elections, who shall respectively cause the same to be printed in
large, clear type, on separate cards, to be called "Cards of Instruc-
tion." Said Board of Supervisors shall furnish twelve THREE of
the proper sets of instructions with ballots for use in each elec-
tion precinct in which paper ballots shall be used and twelve THREE
of the proper sets of instruction for use in each election precinct in
which voting machines shall be used. They shall also cause to be
printed on light cardboard or heavy-sized paper, ten TWO or more
copies of the form of the ballot provided for each voting place at
each election therein, in type of the same size, which shall be called
"Specimen Ballots", and the same shall be furnished with the other
ballots prepared for each voting place at which paper ballots shall
be used; and the same number of copies of the form of the ballot-
label, printed on similar material in type of the same size shall be
furnished for each voting place at which voting machines shall be
used. On the morning of said election the said Supervisors of Elec-
tions shall cause to be conspicuously posted in each polling place said
cards of instruction and specimen ballots, and one of said cards of
instruction shall be fixed in each booth or voting compartment, and
the said specimen ballots shall be conspicuously displayed in said
polling-room and on the outside of the building wherein said voting
shall take place. Not less than three ONE of said cards SHALL BE
PLACED INSIDE THE CURTAIN OF EACH VOTING MACHINE
and three ONE of said specimen ballots shall be posted outside of
the guard-rails, and not less than three ONE of each of the same shall
be securely and conspicuously posted on the outside of the building
in which the polls are to be held, before the balloting begins, in such
position that the same may be easily examined by the public.
209. Gender Reference. Wherever in this Article words or phrases
are used denoting the masculine gender they shall be taken to include
the feminine gender.
210. Use of Public Facilities. The County School Superintendents
of Maryland and the President or other executive officer of any State
university, State college or any other institution of higher learning
supported by contributions of public funds, to enlarge the usefulness
and increase the efficiency of such school, university, college or insti-
tution property and facilities, shall, SUBJECT TO APPLICATION
THEREFOR AND AVAILABILITY OF THE SPACE REQUEST-
ED WITHOUT CONFLICT WITH A SCHEDULED SCHOOL STU-
DENT USE OR PRIOR SCHEDULED EVENT FOR THE TIME
REQUESTED, allow the use of public school houses and such school,
university, college or institution buildings and auditorium facilities
for public meetings, partisan political meetings and campaign pro-
grams and for other purposes in relation to and incident to a political
campaign for nomination or election to public office of any candidate
or candidates of any political party which polled 10% or more of the
entire vote cast in the State in the last preceding general election;
application for such use may be made by any candidate of such politi-
