(w) (V) Any person may secure a license for a higher classifica-
tion any time during the year providing he pays the registration fee
for such higher classification, and if he secures such higher classifi-
cation
license during the first six months he shall be required to
pay the higher fee for the entire year, but if secured during the
last six months of the license year he shall be required to pay the
higher fee for one-half year, with a credit for the fee already paid
in each instance.

(x) (W) When making application for license of motor vehicle,
tractor or trailer where registration fee is based on maximum gross
weight the applicant shall present a certificate giving the empty
weight, including body, cabs, spare tire, etc., and shall declare the
load he decides to carry.

(y) (X) Maximum Gross Weight as used in this section, shall mean

the weight of the vehicle and load when the vehicle is loaded.

269. (a) It shall be the duty of each owner of a motor vehicle to
be used in the interstate transportation of passengers for hire opera-
ting over State, State-aid, improved county roads, and streets and
roads of incorporated towns and cities in the State of Maryland: (1)
to secure a permit from the Public Service Commission of Maryland
to operate over said roads and streets; (2) to present same to the
Commissioner of Motor Vehicles annually, at the time and according
to the method and provisions prescribed by law for the making of
applications for registration tags in the case of all other motor
vehicles; (3) to make an application in writing for registration with
the Commissioner of Motor Vehicles, and to state in said application
besides the other matters by law provided: (a) the seating capacity
for passengers of said motor vehicle; (b) the route on which said
motor vehicle is to be used; (c) whether reserve or substitute motor
vehicles are maintained by the applicant to be used only in emergen-
cies, and if so, the number of such reserve and substitute motor
vehicles and a complete description of each, such motor vehicles when
in use to be designated by a special marker to be furnished by the
Commissioner of Motor Vehicles; (d) the length of the route in miles
on State, State-aid, improved county roads, and streets and roads of
incorporated towns and cities, respectively, in the State of Maryland;
(e) the weight of the vehicle; and (f) the schedule under which it
shall be operated; and (4) for each such motor vehicle, except reserve
or substitute vehicle, a fee shall be paid to the Commissioner of Motor
Vehicles for certificates of registration issued by him, of [one-
twentieth (1/20¢)] one thirtieth (1/30¢) of a cent per each passen-
ger seat multiplied by the total number of miles that said application
shall show will be traveled by such motor vehicle over State, State-
aid, improved county roads, and streets and roads of incorporated
towns and cities in the State of Maryland, during the year for which
said certificate is issued, and no other additional fees, licenses or tax,
shall be charged by the State or any County or municipal sub-
division of the State except the property tax and gasoline tax on
gasoline purchased in Maryland in respect to such vehicles or their
operation. For each such motor vehicle the Commissioner of Motor
vehicles shall furnish a distinctive marker or tag, which tag or
marker shall be carried and displayed in such manner as directed by
the Commissioner of Motor Vehicles.
