(b)   Registers. The headings in the registry books shall be so
prepared that the registry shall be made alphabetical, according to
the surname of each person applying, and so that the residence and
post office address of such person shall appear in the first column.
The registers shall be so ruled, and one name shall be written on each
line, but no name shall be written between the lines.

(c)  Entries. The name and age of every applicant shall be entered
in such registry book, and all the facts of his application shall be
therein stated whether he be entitled to vote or not. If it shall be
determined by the Board that he is not a qualified voter in the precinct
or district, then an entry shall be made in the appropriate column
"No", and a line shall be drawn in red ink through his name and
through all other entries on the line on which his name is written,
but so that the name and said other entries shall remain legible. If
the applicant is qualified, the entry shall be made in the same column
"Yes". If cards or loose-leaf pages are used, a proper notation shall
be made thereon if it is determined that the applicant is not a
qualified voter, instead of the line in red ink as provided for herein-
above.

(d)   Answers. The applicant shall be required to answer the ques-
tions under the heads of each and all of the columns. After the
answers of the applicant to all such questions have been properly
entered by the officers of election in his presence on both registers,
and not until then, he shall sign his name upon the same line under
the column "Signature", if he can do so. If he shall state his inability
to do so, the officers of election shall make the entry "Cannot write"
in the place of such signature, and shall follow said entry by a brief
notation of the applicant's height, color of eyes, and any distinquish-
ing physical marks.

(e)   Registers Compared. At the end of each such session, the
registers shall be made to agree, where there is any difference be-
tween them, and the officers of registration shall sign their names
in their respective registry books immediately under the last name
registered under each letter on said registers.

24. Officers of Registration. (a) Designated. The two officers of
registration designated by the Supervisors to have custody of the two
registry books, or such of their colleagues as either of them may
respectively ask to replace him temporarily in the discharge of his
duty, shall make the entries therein required by this Article; and
the questions as to qualifications shall be asked by the other officers
of said Board.

(b) Substitutes. The place of any officer of registration who may
be absent on any day of registration or revision shall be filled by the
other members of the Board then present, always selecting a person
of the same political party as the absent person. The oath prescribed
in Section 2 of this Article shall be administered by one of the mem-
bers of said Board then present to such temporary officer of regis-
tration. Whenever the regular officer shall return or be present the
temporary incumbent shall vacate his office. The appointment and
swearing in of any such substitute and the reasons therefor, and the
time when such substitute began and ceased to serve as an officer
of registration, shall be noted by the Board in the registers.
