315B. (a) Every person over the age of 68 years who has been
a bona fide resident of Carroll County for the preceding five years
and whose total
NET income is less than One Hundred Dollars
($100.00) per month from all sources, and who has legal title or
beneficial title to real property located in Carroll County and who
resides thereon and makes the same his or her permanent home,
shall be entitled to an exemption from all
FOR THE PURPOSE OF
county real estate taxes levied against said property by the County
Commissioners of Carroll County
SHALL BE REQUIRED TO PAY
NOT MORE THAN THE SUM OF SEVENTY-FIVE CENTS (75¢)
ON EACH $100 OF ASSESSED VALUE OF SUCH PROPERTY.

(b) Every person seeking to have his residential property exempted
from said taxes
TAXED AS PROVIDED HEREIN shall first make
application to said County Commissioners, in writing, setting forth
thereon his or her name, age, place of residence, total estimated
NET
income from all sources for the next preceding year, total consecutive
years of residence in said Carroll County immediately preceding the
date of said application, and the source of ownership of the resi-
dential property sought to be exempted hereunder
TAXED AS PRO-
VIDED HEREIN. Said application shall be accompanied by an affi-
davit of the person making said application certifying to the truth of
the application's content, and said application shall be submitted to
said County Commissioners at least twenty-one (21) calendar days
before the date of finality for real property ownership in Carroll
County of the year for which said exemption
RATE OF TAXATION,
if granted hereunder, would apply. Thereupon, said County Com-
missioners shall read and consider each of said applications and shall
approve or disapprove same prior to said date of finality.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 705
(House Bill 846)

AN ACT to repeal and re-enact, with amendments, Section 146 of
Article 66½ of the Annotated Code of Maryland (1951 Edition),
title "Motor Vehicles", sub-title "Commandeered Motor Vehicles",
fixing upon the State or any political sub-division the responsi-
bility for paying for damages and injuries caused by directed par-
ticipation in road blocks.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 146 of Article 66½ of the Annotated Code of Maryland
(1951 Edition), title "Motor Vehicles", sub-title "Commandeered
Motor Vehicles", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:
