Sec. 5. And be it further enacted, That for the purpose of paying
the maturing principal of and interest on any bonds issued pursuant
to the authority of this Act, and for the purpose of redeeming said
bonds prior to their respective maturities, the County Commissioners
of Cecil County shall levy annually upon all property within the corpo-
rate limits of said County, assessable for unlimited taxation, ad
valorem taxes in rate and amount sufficient to provide for said pur-
poses. In the event any such issue of bonds are sold as term bonds,
payable all at one time, said County Commissioners of Cecil County
shall, by the resolution authorizing said bonds, establish a sinking
fund in the custody and control of the County Treasurer, and there-
after said County shall annually levy the ad valorem taxes above
prescribed in rate and amount sufficient to pay the interest on said
bonds, due in each year, and sufficient to pay into such sinking fund
or increments thereon, will be sufficient to provide for the payment
in full of the principal of said term bonds at maturity.

Sec. 6. And be it further enacted, That this Act is appropriately
declared to be an emergency measure and necessary for the im-
mediate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths (3/5) of
all the members elected to each of the two Houses of the General As-
sembly of Maryland, the same shall take effect from the date of its
passage.

(House Bill 763)

AN ACT to repeal and re-enact, with amendments, Section 1 of Article
96½ of the Annotated Code of Maryland (1956 Supplement), title
"Veterans", amending the definition of a "Second World War
Veteran."

Section 1. Be it enacted by the General Assembly of Maryland,
Section 1 of Article 96½ of the Annotated Code of Maryland (1956
Supplement), title "Veterans", be and the same is hereby repealed
and re-enacted with amendments to read as follows:

1.

The term "Second World War veteran", as and when used in this
article, unless a contrary intention shall be manifest by the context,
shall mean, be deemed to mean, and shall apply to any person who,
at the time he seeks to invoke any of the provisions of this article or
at the time any such provisions become applicable to him, is a resi-
dent of Maryland, and who after May 1, 1940, and prior to December
31, 1946, or who after June 1, 1950, and prior to June 1, [1957] 1959:
