WHEREAS, the Attorney General of Maryland has expressed some
doubt as to the validity of important and vital legislation enacted after the
lapse of thirty calendar days of the 1958 legislative session because of
extended recesses and thereby the possible unduly extensive resort to the
legal fiction of legislative days; and

WHEREAS, it being deemed desirable to eliminate any uncertainty
and confusion as to the legal status of various important measures passed
during the thirty day session, the Governor of Maryland has deemed it
necessary and appropriate to convene a Special or Extraordinary session
of the General Assembly of Maryland.

Now, therefore, I, THEODORE R. MCKELDIN, GOVERNOR of the State of
Maryland, by virtue of the authority conferred and duly vested in me by
the Constitution of Maryland, do hereby call a Special or Extraordinary
Session of the General Assembly of Maryland, to begin at 10:00 a. m. on
March 13, 1958, at the State Capitol, in the City of Annapolis, State of
Maryland.

GIVEN under My Hand and the Great Seal of the State of Maryland,
at the City of Annapolis, this twelfth day of March, in the Year of Our
Lord One thousand Nine Hundred Fifty-eight.

ANNAPOLIS, MD., March 13, 1958.

Gentlemen of the Senate:

The House of Delegates, pursuant to the Proclamation issued by the
Governor, has met in extra session and, having organized by the election
of the Honorable John C. Luber, Speaker and Mr. George W. Owings, Jr.,
Chief Clerk, is now ready to proceed with the business of the session.

We propose, with your concurrence, the appointment of a joint com-
mittee of five, three on the part of the House and two on the part of the
Senate, to wait upon the Governor and inform him that the General
Assembly is now prepared to receive any communications he may desire
to make.

We have appointed on the part of the House Messrs. Moore, Combs and
Larmore.
