3. And be it enacted, That nothing herein contained shall be con-
strued to inhibit the general assembly of Maryland from hereafter
passing a law taxing the. said institution, not exceeding twenty
cents per annum in each hundred dollars of their actual capital, if
at any time it shall be deemed expedient to pass such a law.

CHAP. LXXXVII.

An Act to confirm and make valid the Acts and Proceedings of the Commission-
ers of the Town of Princess-Anne, in Somerset County.

Whereas the act which provided for the appointment of com-
missioners for the regulation and improvement of the said town and
precincts, among other tilings directed, that an election for one of
the commissioners should be held at the court-house in said town
annually in the month of April: And whereas from some misappre-
hension, such an election was not held during the month of April
last, as required and directed by the. said act; and doubts have
been entertained as to the legality of the acts and proceedings of
the present commissioners; therefore,
1. Be it enacted, by the General Assembly of Maryland, That all
acts and proceedings which have been made and done by the com-
missioners of the town of Princess-Anne, subsequent to the month
of April one, thousand eight hundred and nineteen, shall be valid,
and shall have the same effect and operation in law, as if the said
election had been held in the said month of April one thousand
eight hundred and nineteen.
2. And be it enacted, That the election for commissioners of the
town of Princess-Anne, made, subsequent to the month of April, be
as valid as if the same had been made in the month of April, and
that all the immunities and privileges which have been granted the
said commissioners, by a law passed at December session eighteen
hundred and fifteen, be and are contained.

CHAP. LXXXVIII.

A Further Supplement to the act, entitled, An act concerning Crimes and Punish-
ments.
Be it enacted, by the General Assembly of Maryland, That if any
free person shall hereafter secretly and feloniously steal, take and
carry away, any tobacco plants, while growing and belonging to
any inhabitant of this state, such person, upon conviction thereof,
shall suffer such punishment, and undergo such confinement in the
penitentiary of this state, as if the said tobacco-plants had been
feloniously stolen, taken and carried away, after the same had
been severed from the freehold.

CHAP. LXXXIX.

An Act authorising and directing the Levy Court of Washington County to levy
and assess a sum of money for the support of a Foundling Child.

Be it enacted, by the General Assembly of Maryland, That the
levy court of Washington county are hereby authorised and directed,
to levy on the assessable property in said county, the sum of thir-
ty dollars per annum, for six years commencing on the fourth day
of July eighteen hundred and seventeen, for the support of a found-
ling child, and to pay the same to James Greenwell, of said coun-
ty, or to his order, provided the said child lives so long, and pro-
vided the said James Greenwell continues to provide food and
