CHAPTER 124.

An act to confirm an old Road in Cecil county.
Whereas it is represented to the general*, that a road in
Cecil county, which has been heretofore used as a public road,
but which in now about to be shut up by the owner or owners of
the land through which the same passes, to the great injury and
damage of many owners of fisheries: And whereas it is impossible,
under the existing laws, to obtain an order to have the said road
made public, until it shall be too late for the ensuing fishing season;
therefore,
Sec. 1. Be it enacted by the General Assembly of Maryland, That
an old road in Elk Neck, Cecil county, leading from the place
where the road forks near to the house formerly owned by James
Waram, and running by or near to John Little's house, and con-
tinuing on as occupied until it intersects a road leading to Turkey
Point, opposite to the farm whereon Samuel Aldridge now resides,
shall be and the same is hereby confirmed as a public road, and
kept up as such in the same manner that other public roads are kept
in said county; Provided, that nothing herein contained shall be
construed to prevent the owner or owners of land through which the
said road passes from petitioning to the judges of Cecil county court,
for damages to be ascertained by commissioners to be appointed by
said court for that purpose, or to shut up said road as said commis-
sioners may elect.

Chapter 125.
An act respecting Hay and Straw brought for Sale to the
City of Baltimore.
Sec. l. Be it enacted by the General Assembly of Maryland, That
the corporation of the city of Baltimore be and they are hereby di-
rected, on or before the first day of May next, in addition to the
hay scales already established, to provide one or more hay scales
and apparatus for the weighing of hay brought to the city of Balti-
more for sale, one of which scales shall be established in such place
in the north western part of the said city as the mayor shall fix and
determine on.
2. And be it enacted, That it shall not be lawful for any weigher
or his deputy, now or hereafter be appointed, in and for the
Said city, to ask, demand or receive, more than three cents per hun-
dred weight for weighing any one load of hay or straw, excluding
the wagon or cart, and said weigher, or his deputy, shall give a
certificate of the same, under the penalty of ten dollars for every
offence, to be recovered before a justice of the peace for Baltimore
county, in the name of the state, and in the same manner that small
debts are now recovered, and the money thus recovered shall be ap-
plied, one half to the informer, and the other half to the register
for the use of the. said city.
3. And be it enacted, That it shall not be lawful for the mayor,
and city council of Baltimore, by ordinance or otherwise, to res-
strain wagons or carts loaded with hay or straw to any particular
part of the city, as a hay-market, but such wagon or cart shall
have, liberty to seek a market through the same, by driving to
any part of the said city; Provided, that nothing in this act shall be
construed in any way to authorise the stopping of hay wagons or
