1818.

2. And be it enacted, That where any person or persons having
property situate as aforesaid, shall refuse or neglect to pay such
valuation as herein before directed, the commissioners of the said
town, or a majority of them, may proceed against such person or
persons, in the same manner, for the recovery thereof, as they are
directed to proceed for the recovery of forfeitures under the origi-
nal law to which this is a supplement.

An act for the relief of John Frey, of Cecil county.
Sec. 1. Be it enacted, by the General Assembly of Maryland, That
the judges of Cecil county court be and they are hereby authorised,
to extend to John Frey, of Cecil county, the benefit of the existing
insolvent laws of the state, without requiring the assent in writing
of two thirds of his creditors in amount.

CHAPTER 108.

An act for the relief of the Eldest Daughter of Eleanor
Nicholes, of Montgomery county.
Sec. 1. Be it enacted by the General Assembly of Maryland, That
the levy court of Montgomery county be, and they are hereby au-
thorised, to levy on the assessable property of said county, annu-
ally, as long as they may deem proper, a sum of money not ex-
ceeding thirty dollars, for the support and maintenance, of the el-
dest daughter of said Eleanor Nicholes, and that the same shall be
collected by the collector of said county, and by him paid to Elea-
nor Nicholes, or her order, for the use and benefit of her said eldest
daughter.

CHAPTER 109.

An act to incorporate the Trustees of Big Pipe Creek Aca-
demy in Frederick county.
Whereas sundry inhabitants of Frederick county have, by their
petition, set forth to the general assembly, that they have purchas-
ed a lot of ground in the vicinity of Big Pipe creek, in said coun-
ty, and intend erecting thereon suitable buildings for a seminary
of learning, and have prayed for an act of incorporation for the re-
gulation of said seminary, and it appearing reasonable that the
prayer of said petitioners ought to be granted, therefore.
Sec. 1. Be it enacted by the General Assembly of Maryland, That
David Kephart, Jacob Von, and William B. Hebbard, be and they
are hereby appointed trustees of said seminary, to act as such un-
til the first Monday of November eighteen hundred and nineteen;
and the said trustees, and their successors, to be elected in the
manner herein after mentioned, shall be and they are hereby erect-
ed, established and declared, to be one community, corporation and
body politic, with perpetual succession, in deed and law, to all in-
tents and purposes connected with the said institution, by the name
and style of The Trustees of Big Pipe Creek Academy in Frede-
rick county, by which name and title they the said trustees, and
their successors, shall be competent, and capable in law and equity,
to take and hold to themselves, and their successors, for the use of
said academy, any estate in any messuages, lands and tenements,
goods, chattels, money or effects, by the gift, grant, bargain, sale,
