2. And be it enacted, That nothing herein contained shall be con-
strued to enable said George G. Simmons to sell or dispose of
the said negro slaves imported by virtue of this act, until the Raid
slaves shall have resided within this state three whole years next
preceding such sale, except in cases of disposition by last will and
testament, and disposition by law for bona fide debts, or consequent
upon intestacy.

CHAPTER 26.

A Supplement to an act, entitled, An act to lay out and
open a Road in Cecil County.
Sec. 1. Be it evicted by the General Assembly of Maryland, That
if any person or persons, through whose lands the road authorised
to he laid out and opened in Cecil county, by an act passed at De-
cember session, eighteen hundred and sixteen, chapter one hundred
and ten, entitled, An act to lay out and open a road in Cecil coun-
ty, shall pass, or his, her, or their guardian or trustee, shall con-
ceive him, her or themselves, aggrieved by the valuation of the com-
missioners acting under the said act, it shall and may be lawful for
any justice of the peace of Cecil county, on his, her, or their ap-
plication, to issue his warrant, under bis hand and seal, directed
to the sheriff of the said county, commanding him to summon twelve
disinterested men, qualified by law to serve as jurors in the county
court, to meet upon the premises on a certain day, of which six
days notice shall be given to the party or parties interested; and
the said jurors, when so met, and having each taken an oath be-
fore some justice of the peace that he will, without favour, affecti-
on or partiality, assess the damages sustained by the person or per-
sons at whose request the said inquisition shall be taken, by rea-
son of opening the aforesaid road through his, her, or their land,
shall thereupon proceed to assess and value the damages according-
ly, taking into consideration the advantages and disadvantages, if
any, and such inquisition shall be final and conclusive between the
parties respectively.

CHAPTER 27.

A Supplement to the act, entitled, An act authorising a Lot-
tery to raise a sum of money for building a Masonic Hall
in Elkton, Cecil County.
Sec. 1. Be it enacted by the General Assembly of Maryland, That
the commissioners appointed to carry into effect the provisions of
an act of the general assembly, passed at December session eigh-
teen hundred and sixteen, entitled, An act authorising a lottery to
raise a sum of money for building a Masonic Hall in Elkton, Ce-
cil county, or a majority of them, be and they are hereby autho-
rised and empowered to propose a scheme, or schemes of a lottery
or lotteries, and sell and dispose of the, tickets in Baltimore, or
in any other part of the state, for raising a sum of money not ex-
ceeding ten thousand dollars, instead of three thousand as contem-
plated by the original act to which this is a supplement, for the
purpose of purchasing a lot of ground, and erecting thereon a
Masonic Hall in Elkton Cecil comity.
