the said report as finally acted on, to be recorded by their clerk at the
cost of the city, authenticated copies of which shall be good evidence
in all the courts of this state and elsewhere, Provided, that all peti-
tions for a review shall be lodged in writing with the clerk within tea
days after his first publication of the report being returned, and the
said court shall decide finally thereon within sixty days from the day
on which the said report is returned.

6. And be it enacted, That at the expiration of twenty days after
the report of the commissioners as aforesaid, shall have been deci-
ded in Baltimore county court, the city commissioners and Port War-
dens of the city of Baltimore, shall proceed to open and extend Pratt
street in manner prescibed in the first section of this act and in con-
formity with the plot returned by the commissioners aforesaid with
as little delay as practicable.

7. And be it enacted, That the sums assessed upon the property
benefitted, shall be a lien upon the same, and shall be collected by the
city collector who shall be allowed therefor such commission as the
commissioners aforesaid shall judge reasonable, and shall be paid over
by him to the Mayor and city council of Baltimore and by them to
the persons entitled to receive the same; the said collector shall give
at least ten days notice of the time of payment in all the newspapers
printed in the said city, which time shall be in ten days after the said
report shall be finally passed. And should any sums assessed as afore-
said not be paid within that time, the collector shall be authorized to
sell the property, or any part thereof, on which such assessment has
been laid, for cash, giving not less than twenty days notice of such in-
tended sale, in all the said newspapers, and the collector on receiving
the purchase money on such sale, shall execute a deed of conveyance
therefor in favor of the purchaser, which deed shall convey all the es-
tate and interest of the persons assessed and neglecting to pay as a-
foresaid, and after deducting the costs of sale, advertising, &c. the
collector shall pay over the balance to the said Mayor and city coun-
cil of Baltimore, who, first retaining the sum assessed on said pro-
perty, shall pay over the further balance to the persons entitled thereto
on demand without interest.

8. And be it enacted, That any person entitled to compensation for
damages sustained by the opening and extension of the said street, shall
have a right to demand and receive the sum awarded in his or her fa-
vor, from the Mayor and city council of Baltimore in sixty days af-
ter the report aforesaid has been finally passed by Baltimore county
court, whether the collector has completed his collections or not.

9. And be it enacted, That where legal disabilities exist in the
proprietors of the property affected by this act they may be fully re-
presented by the persons authorized by law to act for them in other
cases.

10. And be it enacted, That the commissioners appointed under
this act shall each take and subscribe the following oath or affirmation
before some one of the said board of commissioners, "I, A, B, do swear
or solemnly Affirm, that I will execute the duties of a commissioner in
pursuance of an act entitled an additional supplement to an act, to
provide for the opening and extension of Pratt street in the city of
Baltimore, to the best of my skill and judgment with diligence integ-
rity and impartiality," and if any person appointed a commissioner
shall neglect to take the said oath or make the said affirmation, within
five days after his appointment, he shall be presumed to have declined
