2. And be it enacted, That every commissioner appointed in pur-
suance of this act before he shall proceed to execute the duties of his
office, shall take an oath or affirmation, before some justice of the
peace, that he will diligently, and faithfully according to the best of
his judgment, perform the duties of a commissioner of the said vil-
lage, according to the directions of this act, without favor, partiality
or prejudice; and a certificate of such qualification shall be made and
returned by such justice of the peace to the said commissioners, to
be filed and recorded amongst their proceedings.

Oath.

3. And be it enacted, That the commissioners of said village or a
majority of them, shall meet together at such place as they shall ap-
point within said village, as shall be previously notified for that pur-
purpose, on the first Monday in April next ensuing, and on the first
Monday in every third month thereafter, and as much oftner by ad-
journments as they shall judge to be necessary, and when so assem-
bled, they or a majority of them, shall proceed to execute the several
powers and authorities vested in them by virtue of this act, from time
to time as occasion may require.

4. And be it enacted, That the said commissioners, or a majority
of them, and their successors, shall have full power and authority to
make such by-laws for the regulation and good government of the
said village and the inhabitants thereof, restrain all disorders and dis-
turbences., and to prevent all nuisances, inconveniences and annoy-
ances within said village, as from time to time may be necessary and
consonant to reason, and not contrary to the constitution and laws of
this state; and the said by-laws shall be observed, kept and perfor-
med, by all the inhabitants of the said village, under such reasonable
penalties, fines and forfeitures, as shall be imposed by such by-laws,
not exceeding five dollars in any one case.

5. And be it enacted, That the said commissioners shall cause a
just and fair assessment and valuation of all the real property within
the limits of the said village to be made and returned, between the
first Monday in April and the first Monday of May annually, by
some person to be appointed by them, or a majority of them, or their
successors, who shall take an oath to make true valuation thereof in
current money, to the best of his skill and judgment, which said oath
may be administered, by any one of the said commissioners, after

they shall have been qualified as this act directs; Provided, That the
said tax so laid shall in no case exceed fifty cents in the hundred dol-
lars in any one year.

Proviso.
|
6. And be it enacted, That the said commissioners or a majority of
them, or their successors, shall assess and levy an annual tax of fifty
cents on every male, and one dollar like money on every female dog,
belonging to any inhabitant of said village, and the said commissi-
oners may direct the killing of any dog, male or female, in said vil-
lage whose owner cannot be ascertained.

7. And be it enacted, That the said commissioners, or a majority of
them and their successors, shall, on the first Monday of April (or as
soon thereafter as is convenient) and annually every year thereafter,
appoint an active, discreet person to be bailiff, constable, and collec-
tor within the limits of said village, who, before he shall proceed to
the execution of his office, shall take an oath or affirmation (as the
ease may be, ) to be administered by any justice of the peace for Ca-
roline county, that he will faithfully and impartially perform the du-
ties required of him as bailiff, constable and collector, within the li-
mits of said village, by virtue of this act, without favor, affection of
