manner prescribed by the constitution and regulations thereof; to
make rules and regulations for the admission of members, and for the
expulsion of those whose misconduct may render them unworthy to
remain members of the society, and to make such other rules and
regulations as they may consider necessary and expedient to accom-
plish the objects of the society, and are not repugnant to the laws

Proviso.
|
of Maryland: Provided always, that no by-law or alteration in, or
amendment to the constitution shall be considered valid, unless pro-
posed for consideration one month before its adoption, and unless
two-thirds of the members present concur in such alteration or a-
mendment; and that any one who may consider himself aggrieved by
any laws or regulations of the society, or who is unwilling to submit
to any law, rule or regulation of the society, may, at any time, with-
draw therefrom and cease to be a member, on relinquishing all claim
beneficial aid of the said society, and to the contributions which he
may have paid thereto.

Individuals
liable.
|
7. And be it enacted, That the persons who may become members
of this corporation, shall be liable for its debts, in their individual
characters.
|
Limitation.
|
8. And be it enacted, That this act shall be and remain in force
until the first day of January, in the year eighteen hundred and for-
ty, and until the en 1 of the next session of the General Assembly of
Maryland, which shall be held thereafter.

CHAPTER 197.
A supplement to the act, entitled, An act to enable Hezekiah Niles, of
the city of Baltimore, to dispose of certain books in the manner there-
in mentioned.
|
Preamble.
|
WHEREAS since the passage of the act, to which this is a supple-
ment, the number of volumes of each set of Niles' Weekly Register,
therein mentioned, has been increased, and will continue to increase
until the time of completing the drawing of the lottery thereby au-
thorised, and the value of each set consequently enhanced, and the
change of circumstances has rendered a strict compliance with the
provisions of the said act impracticable.

Empowered.
|
Section 1. Be it enacted by the General Assembly of Maryland,
That the said Hezekiah Niles may be, and he is hereby authorised to
dispose of, by way of Lottery in one or more classes, to be drawn as
authorised by the act to which this is a supplement, any number of
sets or series of the books, entitled, "Niles' Weekly Register, " not
exceeding in the whole five hundred complete sets or copies of each
series, to be valued in any scheme which shall be proposed at a rate
not exceeding the regular selling price, for every such set or series;

and it shall not be necessary to include in any such lottery or scheme,
any other books than the said register: Provided, that the lottery com-
missioners of this state shall first approve of the scheme of any such
lottery, and that the said Niles shall give bond to the state of Mary-
land in such penalty and with such security as the said commission-
ers shall approve, conditioned for the faithful drawing of said lot-
tery, before it shall be lawful to dispose of any tickets therein.

Time of
drawing;.
|
2. And be it enacted, That the said lottery commissioners shall fix
the time or times of drawing of such lottery, and direct what notice
shall be given of the commencement and completion of the same.
|
Repeal.
|
3. And be it enacted, That all such parts of the act to which this is
a supplement, as are inconsistent with the provisions of this act, shall
be, and are. hereby repealed.
