LAWS OF MARYLAND.

CHAP. 114.

President, secre-
tary, &c. to be
chosen.

5. And be it enacted, That the said commissioners shall choose
from their own body one person to be president, and one other to
be secretary, and that the latter shall always be a resident of
Port Tobacco, and it shall be the duty of the secretary to keep
fair and correct entries in a book to be provided for the purpose,
of all the proceedings of the said commissioners, and all direc-
tions and orders for the payment or distribution of any part of
the said funds, shall be signed by the secretary, by order of the
board of commissioners

President may
draw on treasurer.

6. And be it enacted, That the president shall draw on the trea-
surer of the western shore, from time to time, for such sums as
may be directed by the hoard of commissioners, and that the said
treasurer shall be authorised to pay to the order of the said pre-
sident, signed by him, and countersigned by the secretary of the
said board, such sums as he may draw for on the said fund to
which the county is entitled.

7. And be it enacted. That the said commissioners shall appoint
some person of their own body to be their treasurer, who, before
he acts as such, shall give bond to the said commissioners, with
security if required in such penalty as the said commissioners
may in their discretion require, for the faithful performance of
his duty, and that it shall be the duty of the said treasurer to re-
ceive all monies which the said commissioners shall draw for on
the treasurer of the western shore, and all monies which they
may hereafter be authorised by law to receive, or which they may
by gift, grant, or otherwise acquire a right to dispose of for the
education of poor children, and the same to keep and account
for, the said commissioners annually at their meeting in Novem-
ber, or at any other time, when called upon by the said commis-
sioners, and to pay to the order of the commissioners, signed by
their clerk, such sum as may be required to be paid by every such
order.

By-laws and regu-

lations may be
made.

8. And be it enacted, That the hoard of commissioners shall
have power and authority to make such by-laws and regulations
as they may deem expedient, provided they be not repugnant to
the provisions of this act, or to any law of this state, and that
they may in their discretion constitute district committees of their
numbers residing in the several election districts, if they shall
think it conducive to the furtherance of the objects of this act,
and of the act to which this is a supplement.

An Act to confirm and explain an Act of Assembly, passed at December session
eighteen hundred and nineteen, entitled, An Act to make valid a deed of Ma-
numission executed by Thomas Carter, late of Queen-Anne's County, de-
ceased.

Preamble.

WHEREAS an art of assembly, passed at December session
eighteen hundred and nineteen, entitled, An act to make valid a
deed of manumission executed by Thomas Carter, late of Queen-
Anne's county, deceased, by which it was declared, that a deed of
manumission executed by Thomas Carter, late of Queen-Anne's
County, bearing date the sixth day of December eighteen hundred
and six, and recorded among the records of the said county, was
confirmed and made valid, but the said deed was executed on the
sixth day of December eighteen hundred and three, instead of
eighteen hundred and six, as recited in the said act; Therefore,
