SEC. 10. And be it enacted, That nothing herein
contained shall be construed to give to the said
company banking privileges; and the Legislature
hereby reserves the right to alter, amend or repeal
the charter hereby created.

SEC. 11. And be it enacted, That this corpora-
tion shall be required to make an annual state-
ment of their affairs under the oath or affirmation
of their president, to be published once a week for
four successive weeks, in one or more newspapers
in the cities of Cumberland and Baltimore.

AN ACT to provide for the taking the sense of
the people upon the expediency of calling a
Convention to frame a New Constitution and
Form of Government for this State, and to pro-
vide for the election of Delegates to said Con-
vention.

WHEREAS, experience has demonstrated the exis-
tence of many and serious defects in the present
Constitution of this State, and it is necessary
that the people should have speedy relief
from the inconveniences arising therefrom ;
Therefore,

Preamble.
|

|
SECTION 1. Be it enacted by the General Assem-
bly of Maryland, That for the purpose of ascer-
taining the sense of the people of this State, as to
the expediency of calling a convention of Dele-
gates to be elected by the people to frame a new
Constitution and Form of Government, it is here-
by provided that on the fourth Wednesday of
May next, and at the same places where city and
county elections are now held by law for the elec-
