books and vouchers relating to his said office,
whenever they are required by the said board, to
such person as they shall appoint to receive the
same; that the said treasurer shall be elected
annually, at such time as the said board shall in
their by-laws provide, and shall receive such
compensation for his services as they may from time
to time determine, not exceeding five hundred
dollars per annum.

SEC. 6. And be it enacted, That all powers,
rights and privileges lawfully exercised by any
board of commissioners, any judges of orphans
courts, any trustees of primary schools, or any
other person or persons by whatever name desig-
nated, by virtue of any act or acts of the General
Assembly of Maryland, passed in relation to pub-
lic, primary or free schools, and all moneys,
property, estate and effects now vested by law in
any of the said parties hereinbefore mentioned,
respectively for the use and benefit of said schools,
or any of them, and all rights to and interest in
all funds of whatsoever kind now dedicated to the
support of said schools, or any of them, and by
law made payable to any of the parties hereinbe-
fore mentioned, are hereby transferred and vested
in the Board of Commissioners of Public Schools

have no application to the rights, property and
funds vested in or appropriated to the Elkton and
West Nottingham Academies.

SEC. 7. And be it enacted, That the Board of Com-
missioners shall have power to establish as many
schools as the said school funds may be adequate
to support, and in such locations as will best sub-
serve the public interest, to employ teachers and
to fix their salaries, to prescribe the course of
studies and the books to be used; they shall su-
perintend generally and particularly all the inter-
ests and operations of the schools under their
charge, and shall make all such by-laws for their
government and rules and regulations for the
management of schools, not inconsistent with the
laws of this State, as they may deem expedient,
and the same to modify or repeal at pleasure.
