SEC. 2. Be it enacted, That before the persons
mentioned in the aforegoing section shall be author-
ised to avail themselves of the privileges intended to
be granted by this act, it shall be the duty of the Or-
phans Court of Montgomery county, to determine on
such testimony as said court may deem sufficient
whether they are of good character and able to sup-
port their children; and if in the opinion of said court
it is expedient to do so, said court may grant a written
permit to said free negroes to return to the State of Ma-
ryland, a copy of which permit shall be recorded in
any manner said Orphans Court may direct, as evi-
dence of the right of said free negroes to return to the
State, and which permit shall be sufficient to protect
said free negroes in the rights intended to be secured
by this act, and if said Orphans Court refuses to grant
the permit, all rights intended to be secured to said ne-
groes shall cease, and they shall and may be deemed
to be subject to the acts of Assembly which prohibit
their return to the State.

AN ACT supplementary to the act to incorporate
the South Baltimore Company, passed at Decem-
ber session, eighteen hundred and thirty-two, chap-
ter .ninety-six, and the act amendatory of the act
to incorporate the South Baltimore Company, pas-
sed at January session, eighteen hundred and
fifty-four, chapter one hundred and twenty-two.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the South Baltimore Company
be and it is hereby authorised to construct a cause-
way from its property on the west side of the Middle
Branch of the Patapsco river, across the mouth of
Gwynn's Falls, by piling and filling up on each side
of the outlet channel of said Falls, leaving sufficient
space to vent the water, and bridging the same, so
