erecting on said land or property, or on any land or property now or here-
after owned by the Mayor and City Council of Baltimore, new Enoch Pratt
Free Library Branch Buildings and other auxiliary facilities, and for addi-
tions and improvements to, or the reconstruction of, existing Enoch Pratt
Free Library Buildings, and for the reconstruction, renovation, moderni-
zation or improvement of any buildings or structures now or hereafter
owned by the Mayor and City Council of Baltimore and to be used to house
the functions or activities of the Enoch Pratt Free Library System, and
for the purchase, acquisition, installation and erection of any and all kinds
of furniture and equipment for any and all of the new facilities authorized
to be constructed, erected or acquired by the provisions hereof, and for the
purchase, acquisition, installation and erection of any and all kinds of
library or auxiliary equipment for the Enoch Pratt Free Library System or
for alterations to, or the replacement of, any such existing equipment now
being used by, or in connection with, the Enoch Pratt Free Library System;
and for doing any and all things necessary in connection therewith or
pertaining thereto; and to authorize said municipality to submit an ordi-
nance or ordinances for said purpose to the legal voters of Baltimore City,
and declaring this act to be an emergency law."

A Bill entitled "An Act to add Section 58A to Article 65 of the Anno-
tated Code of Maryland, (1951 Edition), title 'Militia', to follow immedi-
ately after Section 58 thereof, authorizing the Military Department to ac-
quire by purchase or condemnation certain real properties lying in Balti-
more County adjacent to the Glenn L. Martin plant, which properties are
needed for the safe operation of the Fighter-Squadron of the Air National
Guard of the State of Maryland."

House Bill No. 14—By Mr. Kirkland:
A Bill entitled "An Act to repeal and re-enact, with amendments,
Section 238 (a) of the Code of Public Local Laws of Anne Arundel County
(1947 Edition), being Article 2 of the Code of Public Local Laws of Mary-
land, title 'Anne Arundel County', sub-title 'County Commissioners', sub-
heading 'Garbage Disposal Zones', as said section was amended by Chapter
716 of the Acts of 1953, clarifying the provisions concerning the levy and
collection of unit service charges for the removal of garbage, ashes, trash
and other waste matter within certain portions of Anne Arundel County
and validating and confirming in all respects any such unit service charges
heretofore imposed were made under the provisions of Chapter 716 of
1953 as if made under the provisions of said Section 238 (a) as herein
amended."
