and/or bonds as they mature, the County Commissioners of Garrett
County shall annually levy a tax upon the assessable property of said
County sufficient to pay the annual interest on said notes and/or
bonds and to redeem said notes and/or bonds as they become due
until all of said notes and/or bonds shall mature and be redeemed.
The taxes so levied shall be collected in the same manner as other
taxes are levied and collected in said County.

Sec. 8. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 12
(House Bill 11)

AN ACT to repeal and re-enact, with amendments, Sections 92A and
92B of Article 52 of the Annotated Code of Maryland (1955 Sup-
plement) , title "Justices of the Peace", sub-title "Trial Magistrates
System", relating to the People's Court of Montgomery County
and to the jurisdiction, work and removal of the judges thereof,
and to the powers of certain other Justices of the Peace of Mont-
gomery County.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 92A and 92B of Article 52 of the Annotated Code of
Maryland (1955 Supplement), title "Justices of the Peace", sub-title
"Trial Magistrates System", be and they are hereby repealed and
re-enacted, with amendments, to read as follows:

92A. Judges of People's Court of Montgomery County.—Appoint-
ment; qualifications; terms; vacancies; practice of law; removal

(a) As of June 15, 1955, the County Council for Montgomery
County shall appoint three judges of the people's court of Mont-
gomery County who shall meet the qualifications provided in this
article and who shall serve until the first day of May in the year
1963 or until their successors are appointed and qualified. As of
the first day of May, 1963, and as of the first day of May in every
eighth year thereafter, the county council of Montgomery County
shall appoint three judges of the People's Court of Montgomery
County to fill the positions then expiring. One of such judges shall
be designated as the People's Court judge for juvenile causes; one
of the judges of the People's Court handling criminal, civil, and
