for the preceding fiscal year to the Governor and to the General
Assembly. Each such report shall include a complete operating and
financial statement covering its operations during the year. The
Authority shall cause an audit of its books and accounts to be made
at least once in each year by certified public accountants, and the
cost thereof shall be treated as an item of Current Expenses.

20.   (Miscellaneous.) (a) Any member, agent or employee of the
Authority who contracts with the Authority or is interested, either
directly or indirectly, in any contract with the Authority or in the
sale to or the purchase from the Authority of any property, either
real or personal, shall upon conviction thereof be punished by a fine
of not more than one thousand dollars or by imprisonment for not
more than one year, or both.

(b) Any action taken by the Authority under the provisions of this
Article, except as to the adoption or promulgation of rules and regu-
lations, may be authorized by resolution at any regular or specidl
meeting, and each such resolution shall take effect immediately and
need not be published or posted.

(c)  All expenses incurred in carrying out the provisions of this
Article shall be payable solely from funds provided under the au-
thority of this Article, and no liability or obligation shall be incurred
by the Authority hereunder beyond the extent to which monies shall
have been provided under the provisions of this Article.

(d)  The State hereby consents to the use of all lands owned by it,
including lands lying under water, which are deemed by the Author-
ity to be necessary for the construction or operation of any project,
provided that the approval of the Board of Public Works shall be first
obtained.

(e)  The Authority and its authorized agents and employees may
enter upon any lands, waters and premises in the State for the pur-
pose of making surveys, soundings, drillings and examinations as it
may deem necessary for the purposes of this Article, and such entry
shall not be deemed a trespass, nor shall an entry for such purposes
be deemed an entry under any condemnation proceedings which may
be then pending. The Authority shall make reimbursement for any
actual damages resulting to such lands, waters and premises as a re-
sult of such activities.

21.    (Agreements.) (a) The Authority and the Mayor and City
Council of Baltimore be and they are hereby authorized and directed
to provide, by an agreement or agreements entered into between the
Authority acting by and through its proper officers and the Mayor
and City Council of Baltimore acting by and through its Board of
Estimates, for the apportionment by and between the Authority and
the Mayor and City Council of Baltimore of the duty to perform and
carry out all functions, obligations and requirements imposed upon
and performed by the Mayor and City Council of Baltimore under
the provisions of Section 6(10) of the Charter of Baltimore City
(1949 Edition) title "City of Baltimore", sub-title "General Powers",
sub-heading "Harbor, Docks and Wharves", Section 6 (24A) of the
Charter of Baltimore City (1949 Edition), title "City of Baltimore",
sub-title "General Powers", sub-heading "Port Development", as said
sub-section was enacted by Chapter 200 of the Acts of 1951, and as
