Dear Mr. Luber:

This will acknowledge receipt of House Resolution No. 19 relating to
a special stamp to commemorate the 200th anniversary of Fort Frederick.

We wish the circumstances were such that we could give a prompt
and favorable reply to this request but regret that little encouragement can
be offered at this time. The Postmaster General has already announced
18 new stamps to be issued this year and there are still a few others which
have been under consideration for a long time which may need to be added.

There are more than 2,600 different requests for stamps on file of which
more than 300 have come in in the past year. During a normal year it
is practicable to issue only 12 or 15 new stamps. Due, however, to the
carry over of a number of the regular series which was begun in 1954,
our program for 1956 is unusually full.

We are sorry that our reply cannot be more favorable and trust that
you will understand our position.
