the operation of a modern Civic Center which shall be designed and
constructed to be used for or in connection with sporting events, exhibi-
tions, performances for theatrical, educational and cultural purposes and
for a public auditorium or convention hall, and for doing any and all
things necessary, proper or expedient in connection with or pertaining
to any or all of the matters or things hereinbefore mentioned; to authorize
the Mayor and City Council of Baltimore to create an agency thereof to
be known as the 'Civic Center Commission of Baltimore' and confer and
impose upon said commission certain powers and duties; providing certain
conditions which must be complied with before the proceeds of sale of said
certificates of indebtedness may be expended; to authorize said munici-
pality to submit an ordinance or ordinances for said purpose to the legal
voters of Baltimore City; and declaring this Act to be an emergency
measure."

Which was read the first time and referred to the Baltimore City Dele-
gation.

House Bill No. 2—By the Baltimore City Delegation:

A Bill entitled "An Act to authorize the Mayor and City Council of
Baltimore to issue certificates of indebtedness of said corporation to an
amount not exceeding fifteen million dollars ($15,000,000), the proceeds
of the same to be used for the acquisition, by purchase, condemnation or
any other legal means, of land or property, or any rights therein, in the
City of Baltimore, and constructing and erecting on said land or property,
or on any land or property now or hereafter owned by the Mayor and City
Council of Baltimore, new school buildings, athletic and other auxiliary
facilities, and for additions and improvements to, or the modernization or
reconstruction of, existing school buildings or facilities, and for equipment
for any and all new facilities authorized to be constructed or erected by
the provisions hereof, and for architectural or engineering services or
surveys, and any other activities relating to planning for the purposes
above mentioned or relating to planning for future projects of the same
general character, which may be constructed out of future loans; con-
ferring certain powers upon the Board of School Commissioners of Balti-
more City; imposing certain conditions in connection with the expenditure
of the proceeds derived from the sale of said certificates of indebtedness;
authorizing said municipality to submit an ordinance or ordinances for
said purpose to the legal voters of Baltimore City; and declaring this
Act to be an emergency law."

House Bill No. 3—By the Dorchester County Delegation :

A Bill entitled "An Act to authorize and empower the County Com-
missioners of Dorchester County to borrow at one time or from time to
time, upon the faith and credit of Dorchester Cunty, and to issue and
sell at one time or from time to time its negotiable promissory notes, cer-
tificates of indebtedness or bonds therefor, a sum or sums of money not to
exceed One Million Dollars ($1,000,000.00), at an average net interest rate
not in excess of four per centum (4%) per annum for the entire issue,
for the purpose of erecting new school buildings, purchasing land for
new school buildings, payment of architect's and other professional fees
in connection therewith, alteration or repair of existing school buildings
and equipping of school buildings in Dorchester County; or for matching
