partments of Public Welfare under
policies established by the State De-
partment of Public Welfare. Pay-
ments to General Hospitals shall be
at the lesser of (a) $13.00 per pa-
tient day; (b) hospital cost per pa-
tient day; (c) billings to other pa-
tients for like services. In. the event
that the Federal Government makes
funds available to the State for hos-
pitalization of the indigent any part
of the appropriation may be used for
matching purposes by mutual con-
sent of the institution and the State

General Fund Appropriation to Special
Hospitals providing funds for long
term illnesses for disbursement by
the Treasury Department to the nine
institutions listed in the program
and performance statement for this
program on transmittals from the
State Department of Health. Eligi-
bility for State aid for hospital in-
patient care of individuals in the
named institutions shall be deter-
mined by the local Departments of
Public Welfare under policies estab-
lished by the State Department of
Public Welfare. Payments to special
hospitals shall be at the lesser of (a)
$5.00 per day, or (b) cost per patient
day, except in the case of Tubercu-
losis Hospitals which shall be paid
the lesser of (a) the average cost in
State-owned tuberculosis hospitals,
or (b) cost per patient day. In the
event that the Federal Government
makes funds available to the State
for hospitalization of the indigent
any part of the appropriations made
may be used for matching purposes
by mutual consent of the institutions

All or part of these appropriations
may be transferred to the State De-
partment of Public Welfare by ap-
proved budget amendment in the
event that the Board of Public
Works determines that such trans-
fer is necessary and desirable in
order for the State to be eligible to
