PAYMENT OF SUPPLEMENTARY BENEFITS BY THE
TRUSTEES.

March 29, 1956.

Dear Mr. President:

I am returning herewith, without my signature, Senate Bill No. 50.

The Board of Trustees of Employees Retirement System has advised
me that Senate Bill No. 50 is in conflict with House Bill No. 74, which
I signed into law. The signing of House Bill No. 74 gave retired
members of the Employees Retirement System the same amount of
supplemental payments as were provided in House Bill No. 21 for
retired members of the Teachers' Retirement System and which was
approved by me on March 2, 1956.

The two Retirement systems should have comparable supplemental
benefits which has been done by the enactment into law of House
Bill No. 21 and House Bill No. 74.

For these stated reasons, Senate Bill No. 50 is vetoed.

AN ACT to repeal and re-enact, with amendments, Section SEC-
TIONS 81 AND 100 (b) of Article 33 of the Annotated Code of
Maryland (1951 Edition), title "Elections", sub-title "Elections",
providing that persons

WITH CERTAIN PHYSICAL DISABILITIES
MAY BE ASSISTED IN A VOTING BOOTH OR ACCOM-
PANIED INTO A VOTING MACHINE WITH ANY PERSON
WHOM THEY MAY DESIGNATE IN ORDER TO ASSIST
THEM IN VOTING EITHER BY PAPER BALLOTS OR BY
VOTING MACHINE.
