(House Joint Resolution 8)
Joint Resolution urging the Department of Forests and Parks, the
Department of Correction and the Department of Public Welfare
to cooperate in creating and expanding a system of forestry camps
for certain inmates of the penal institutions and training schools.
Whereas, During the course of an extended review of State
budgetary policy by the Committee on Taxation and Fiscal Matters,
some attention was given to the recent establishment of a forestry
camp where work can be performed by inmates of training schools;
and
Whereas, In the opinion of the Committee on Taxation and Fiscal
Matters and of the members of the General Assembly, this program
•could wisely be considerably broadened in order to provide for deserv-
ing inmates not only of training schools but also of the several penal
Institutions, an opportunity for work in the open; and
Whereas, Such camps, perhaps modeled on those operated by the
Civilian Conservation Corps during the 1930's, could be of great
benefit in offering an opportunity for rehabilitation of persons who
have been held either in training schools or in penal institutions,
while at the same time providing a much-needed source of labor for
the reforestation and development programs of the Department of
Forests and Parks; now, therefore, be it
Resolved by the General Assembly of Maryland, That the Depart-
ment of Forests and Parks, the Department of Correction and the
Department of Public Welfare be urged and requested to cooperate
to the fullest extent in creating and expanding a system of forestry
camps to be operated throughout this State, and to be staffed with
inmates of the several penal institutions and training schools.
