Whereas, This Bond issue was authorized for the purpose of
acquiring rights-of-way for the proposed circumferential highway
around Baltimore City, located in Baltimore County; and
Whereas, The program costs of the said proposed road program
were set forth in the document entitled "Road Construction and
Reconstruction in the Proposed Twelve-Year Program," dated Octo-
ber 27, 1952; and
Whereas, The passage of over three years' time has served to
modify and bring about certain necessary adjustments in expendi-
tures and rises in costs of the said program, as set out in the docu-
ment "Road Construction and Reconstruction in the Proposed
Twelve-Year Program," and has further seen completion of some
of the contemplated construction goals thereof; and
Whereas, The General Assembly is most anxious to know the
present state of achievement and progression of construction and
current financial and costs structure of the said road program; now
therefore be it
Resolved by the General Assembly of Maryland, That the State
Roads Commission issue a supplement to the document entitled
"Road Construction and Reconstruction in the Proposed Twelve-
Year Program," advising what has been done thus far under the
said program in the matter of construction and reconstruction and
the present financial needs and estimated expenditures thereof; and
be it further
Resolved, That the Secretary of State be requested to send a copy
of this Resolution, under the Great Seal of the State of Maryland,
to Russell H. McCain, Chairman of the State Roads Commission.

(Senate Joint Resolution 22)
Senate Joint Resolution expressing the sorrow of the General
Assembly of Maryland over the passing of Henry Louis Mencken.
The Members of the General Assembly of Maryland, meeting in
regular session during the year 1956, have learned with genuine
regret of the death of Henry Louis Mencken.
Mr. Mencken was a citizen of Maryland whose fame as writer,
editor and scholar reached the length of the literate world. He
was a citizen of Baltimore who always positively associated himself
