828 Joint Resolutions
Resolved, That the members of the General Assembly wish also to
extend their congratulations to those persons who have had such
an important role in placing the University of Maryland on the high
pinnacle it occupies, to the Board of Regents of the University, to
the Governor of Maryland and to the Presidents of the University,
Dr. Harry Clifton Byrd and Dr. Wilson H. Elkins, and be it further
Resolved, That the Secretary of the State be instructed to send
copies of this Resolution to Drs. Byrd and Elkins, the Governor of
Maryland, and the Board of Regents of the University of Maryland.

(Senate Joint Resolution 20)
Senate Joint Resolution providing for the continuation of a Joint
Commission appointed to study matters relating to passenger
carrier facilities in the Washington Metropolitan Area.
Whereas, Pursuant to the provisions of Joint Resolution No. 12
of 1954, there was appointed a Joint Commission to study matters
relating to passenger carrier facilities in the Washington Metro-
politan Area; and
Whereas, The Maryland members of this Commission at the pres-
ent time are Senator Edward S. Northrop, representing the Senate
of Maryland, Delegate Carlton R. Sickles, representing the House of
Delegates of Maryland, and Mr. Frank Harper, representing the
Public Service Commission of Maryland; and
Whereas, At the same time the Joint Resolution of 1954 was en-
acted by the General Assembly of Maryland, there was similar action
taken by the State of Virginia so that a set of Commissioners also
was appointed to represent that State; and
Whereas, The Joint Commission has published an interim report
in which the work of the group up to this time has been reviewed and
considerable statistical and other data are presented; and
Whereas, Recent developments in the Public Transportation field,
in and near the District of Columbia, have made it highly important
that the work of this Commission be continued; and
Whereas, Among these developments there has been a long strike
of the employees of the Capital Transit Company during the summer
of 1955 which brought about the complete cessation of service for a
period of fifty-two days; and
Whereas, The Congress of the United States has terminated the
charter and franchise of this Company, effective August 14,1956, and
