tion to follow immediately after Section 274 and to be under the
new sub-title "Scholarships in Education," setting up a program of
scholarships in education for the training of persons for teaching
in the public schools of Maryland, stating the legislative intent in
the passage of this Act, and relating generally to the terms, con-
ditions and provisions for such scholarships in education, and to
the administration of the program by the State Department of
Education.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 274A be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1951 Edition), title "Public Educa-
tion," said new section to follow immediately after Section 274, to be
under the new sub-title "Scholarships in Education," and to read
as follows:
Scholarships in Education
274A. (a). The General Assembly of Maryland declares there is
a wide and continuing need for new and additional teachers in the
public school system of this State, that these needs have not been
fully met and without a new and fresh approach may not be satis-
factorily solved, and that the scholarships in education herein pro-
vided will attract additional young people to the teaching profession
and thus aid in the solution of a pressing and serious problem facing
the people of this State.
(b). In addition to any other scholarships that may be awarded
of provided for under other provisions of this Article, there shall
be a program for scholarships in education under the provisions of
this section. Eligible institutions shall be those private colleges
whose teacher training curricula are approved by the State Depart-
ment of Education.

(c). In order to take part in the program, the several eligible
institutions shall cooperate with the State Department of Education
each year in the preparation of an examination to be administered
to each applicant in that year for a scholarship in education. The
State Department of Education is authorized and empowered from
time to time to adopt and promulgate reasonable rules and regula-
tions covering the time and place or places for giving the examina-
tion and also other details not herein specified. The examination
papers shall be graded by the State Department of Education.
(d). From the examination papers which are graded with a pas-
sing mark in any year, the State Department of Education shall
certify not more than two hundred applicants for scholarships in
education. In each county and in each legislative district of Balti-
more City a number shall be certified equal to the combined mem-
bership from that county or legislative district in the two Houses
of the General Assembly, and the applicants certified shall be those
who received the highest grades in the respective county or legis-
lative district.

If any applicant so certified shall refuse or for any reason be unable
to accept and use the scholarship in education, the next applicant
