(1955 Supplement), title "Merit System", be and is hereby repealed,
and that a new Section 24 be and is hereby enacted in lieu thereof,
said new section to stand in the place of the section so repealed, and
to read as follows:
64A.
24. (a) The State Employees' Standard Salary Board as consti-
tuted immediately prior to June 1,1956, is abolished as of that date.
(b) As of June 1,1956, there is hereby created a board to be known
as the State Employees' Standard Salary Board, to consist of five
members. One shall be the State Commissioner of Personnel, ex
officio, who shall be the Chairman of the Board. The second shall be

ex officio. The third shall be a person selected and designated

BY THE GOVERNOR, FROM A LIST OF THREE
NOMINEES PROPOSED TO HIM by the Maryland Classified Em-
ployees' Association, or any successor organization; this member
at the time of appointment shall be neither an officer nor an employee
of the State of Maryland, or of any department, bureau, commission,
board or agency thereof, AND HE SHALL BE APPOINTED FOR
A TERM OF SIX (6) YEARS, INITIALLY BEGINNING AS OF
MAY 1, 1956, OR UNTIL HIS SUCCESSOR SHALL HAVE BEEN
APPOINTED AND QUALIFIED; and if this member becomes such
an officer or employee while a member of the Standard Salary
Board, such membership is automatically terminated thereby. The
fourth and fifth members of the Board shall be selected by the
Governor as representing the general public of the State; these
members shall be appointed for terms of six years each, initially
beginning as of May 1, 1956, or until their successors shall be
appointed and have qualified; these members at the time of appoint-
ment shall be neither officers nor employees of the State of Maryland,
or of any department, bureau, commission, board or agency thereof,
and if either of them becomes such an officer or employee while a
member of the Standard Salary Board, such membership is auto-
matically terminated thereby. All five members shall serve without
compensation.
(c) The State Commissioner of Personnel, as Chairman of the
State Employees' Standard Salary Board, shall from time to time
designate one of the regular employees from the office of the Com-
missioner of Personnel to serve as secretary to the Board, with no
additional compensation to be provided therefor.
