far as possible the exact condition of the health of the livestock in
said counties, and the local boards of health of the several counties
shall investigate all reported cases of contagious or infectious diseases
of live stock in their respective counties, and if found to be contagious
or infectious shall report the same at once to the State Board of
Agriculture, and such Board shall have the power to prevent the in-
troduction into this State of animals from other states which they
may have reason to believe are affected with a contagious or infectious
disease, or have been exposed thereto, and to detain the same at any
place for inspection or quarantine in its discretion.
(b) Provided, however, that whenever the establishment, mainte-
nance and enforcement of a quarantine order is deemed to be urgent
and necessary for the prompt performance of the duties specified in
this section, and the State Board of Agriculture is not then in session,
the quarantine order may be established, maintained and, enforced by
the following officials of the University of Maryland, or a majority
of them: (1) the Chairman of the Board of Regents, sitting as the
State Board of Agriculture; (2) the Executive Officer of the State
Board of Agriculture, who is the President of the University; (3)
the Director of the Live Stock Sanitary Service; and (U) the Dean of
Agriculture. Such action by these officials, or a majority of them,
shall be fully effective and applicable in all respects as the action of the
State Board of Agriculture. The Board shall be notified of any such
order at its next meeting thereafter and the order shall continue in
full effect and applicability until and unless modified or abrogated by
the said officials, or a majority of them, or by the State Board of
Agriculture.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1956.

(House Bill 88)
AN ACT to repeal and re-enact, with amendments, Sub-section (b)
of Section 102 of Article 66 1/2 of the Annotated Code of Maryland
(1955 Supplement), title "Motor Vehicles", sub-title "Administra-
tion—Registration— Titling", providing that any person whose
operator's or chauffeur's license has been revoked because of three
convictions for any offense involving a motor vehicle, as set out
in this sub-section, shall be eligible to apply for reinstatement after
the expiration of three months.
Section 1. Be it enacted by the General Assembly of Maryland,
