days' notice of such contemplated action to the licensee [or registrant!
in question, nor without according to such licensee [or registrant] a
full statement of the charges against him and a full opportunity to
be heard in his own defense and to be represented by counsel. Any
person aggrieved by any action of the Authority in revoking or sus-
pending his license [or registration] shall for a period of thirty days
following such order have a right of appeal to the Circuit Court of
the county in which he resides or [has a place of business,] in which
the violation occurred, or to the Baltimore City Court if he [lives or
has a place of business]

Sec. 2. And be it further enacted, That this Act shall not extend
to or affect any licenses validly issued and outstanding on the effective
date of this Act.
SEC. 3. AND BE IT FURTHER ENACTED, THAT IF ANY
SECTION, CLAUSE, PHRASE OR PORTION OF THIS ACT
SHALL BE DECLARED INVALID OR UNENFORCEABLE
THEN IT IS HEREBY DECLARED TO BE THE LEGISLATIVE
INTENT THAT SUCH INVALIDITY SHALL NOT AFFECT THE
REMAINDER OF THIS ACT, AND THE SAME SHALL REMAIN
IN EFFECT AS IF SEPARTELY ENACTED.

SEC. 4. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE, SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY OF MARYLAND,
THE SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.
