funds available to finance the proposed construction and reconstruc-
tion during the third four program year period as said proposed
construction and reconstruction is set forth in the above-mentioned
document; provided, however, that during the first four program
years, the second four program years or the third four program
years of said program, the State Roads Commission may issue such
additional bonds from the aggregate authorized under this act as
may be necessary to finance any reprogramming of construction or
reconstruction or incidental costs in connection therewith as is per-
mitted under Section 162D1 of this article.

Sec. 2. And be it further enacted, That this Act shall take effect
on June 1, 1956.

CHAPTER 69
(Senate Bill 144)

AN ACT to repeal and re-enact, with amendments, Section 146A (g)
of Article 33 of the Annotated Code of Maryland (1951 Edition),
title "Electicms", sub-title "Voting By Mail", changing the time
for filing with the Secretary of State certificates of nominations
for President and Vice President of the United States or for
electors of President and Vice President.

Whereas, In Section 146A of Article 33 of the Maryland Code,
it is provided that certificates of nominations for President and
Vice President of the United States or for electors of President and
Vice President are to be filed with the Secretary of State of Mary-
land not later than the fourth Monday in the month of July; and

Whereas, In the year 1956 the National Party Nominating Con-
ventions are to be held on August 13 and on August 20, thus making
it clearly impossible for a compliance with the present law for filing
certificates of nominations; and

Whereas, It is desirable to amend the law in order to permit a
later filing while at the same time, it is necessary as a practical
matter to allow time for the printing of ballots, for absentee voting
by members of the armed forces, together with the period of fifty-
five days during which these absentee ballots may be distributed
and returned; now, therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 146A(g) of Article 33 of the Annotated Code of Mary-
land (1951 Edition), title "Elections", sub-title "Voting By Mail",
be and it is hereby repealed and re-enacted, with amendments, to
read as follows:
