FOE THE 1957 FISCAL YEAR AND SHALL BE IN ADDITION
TO ANY OTHER PROVISIONS FOR SCHOOL PURPOSES IN
THE 1957 STATE BUDGET, INCLUDING ANY OTHER AL-
LOWANCES FOR THE INCENTIVE FUND FOR SCHOOL CON-
STRUCTION. SUCH AMOUNTS AS MAY BE MADE AVAIL-
ABLE UNDER THE PROVISIONS OF THIS SUB-SECTION TO
EACH COUNTY AND TO THE CITY OF BALTIMORE SHALL
BE EXPENDED SOLELY FOR SCHOOL BUILDING CON-
STRUCTION, SCHOOL FACILITIES AND SCHOOL LAND, EX-
CEPT THAT TO THE EXTENT THAT ANY OF SAID FUNDS
ARE NOT REQUIRED FOR ANY OF SUCH PURPOSES IN ANY
POLITICAL SUB-DIVISION, SAID SUB-DIVISION IS HEREBY
AUTHORIZED TO APPLY SAID MONIES TO THAT EXTENT
TO THE PAYMENT OF OUTSTANDING BONDS ISSUED FOR
THE PURPOSES OF PUBLIC SCHOOL CONSTRUCTION.
NOTHING HEREIN SHALL BE CONSTRUED TO LIMIT OR
TO AFFECT IN ANY MANNER THE PROVISIONS OF CHAP-
TER 1 OF THE ACTS OF 1956.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY MEAS-
URE AND NECESSARY FOR THE IMMEDIATE PRESERVA-
TION OF THE PUBLIC HEALTH AND SAFETY AND HAVING
BEEN PASSED BY A YEA AND NAY VOTE, SUPPORTED BY
THREE-FIFTHS OF ALL OF THE MEMBERS ELECTED TO
EACH OF THE TWO HOUSES OF THE GENERAL ASSEMBLY,
THE SAME SHALL TAKE EFFECT FROM THE DATE OF ITS
PASSAGE.

CHAPTER 49
(Senate Bill 49)

AN ACT to repeal and re-enact, with amendments, Section 2 of
Chapter 442 of the Acts of 1955, postponing by one year any
increase in any permit or registration fee for the operation of
either a public passenger motor vehicle or a public freight motor
vehicle, according to the schedule of such permit or registration
fees in said Chapter 442 of the Acts of 1955; and further provid-
ing that nothing in this Act is to prevail over the provisions of
Chapter 3 of the Acts of 1956.

Section 1. Be it enacted by the General Assembly of Maryland,
