475. If the official designated to make-and issue any such cer-
tificate fails to issue the same within 15 days after receipt of an
application and the fees therefor, any person acquiring an interest
in the lands described in such application shall hold such interest free
of any right, remedy or action which could be prosecuted or main-
tained pursuant to the provisions of this sub-heading.
476. Any such application addressed to the Clerk of the County
Commissioners shall be deemed to be addressed to the proper desig-
nated official and the County Commissioners shall be bound thereby
to the same extent as though the same was addressed to the desig-
nated official.
477. Whenever a hearing is required under any section of this
law, notice of the hearing shall be published in a weekly newspaper
of Baltimore County at least 10 days prior to the hearing.
478. The existing Planning Commission created by resolution
under the Enabling Act of the State of Maryland contained in Article
66B of the Annotated Code of Maryland (1951 Edition, as amended),
shall be and it is hereby reconstituted in accordance with the pro-
visions of this title. All rules and subdivision regulations adopted
under the provisions of said Article 66B be and they are hereby
validated and shall be deemed to have been adopted under the pro-
visions of this title and shall continue in force until amended or
superseded under the authority of this title.
SEC. 2. And be it further enacted, That this Act shall be con-
strued most favorably to the County, its intention being to give to
the County the fullest and most complete powers possible concerning
the subject-matter hereof. Should any section or provision of this
Act be held unconstitutional or invalid, such determination shall
not affect the constitutionality of the remainder hereof.
SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 611
(Senate Bill 562)
AN ACT to add a new section, Section 176A, to Article 2B of the
Annotated Code of Maryland (1951 Edition), title "Alcoholic
Beverages", sub-title "Regulatory Powers", to follow immediately
after Section 176 thereof, giving the Comptroller the authority to
issue regulations with respect to the amount of deposit which shall
be charged and collected by manufacturers and wholesalers on
returnable beer containers.
