984                               LAWS OF MARYLAND                        [CH. 610

442. There shall be an Office of Planning, the head of which shall
be a Planning Board, to consist of nine members. The members shall
consist of and be divided into, for convenience in designating the
manner of their appointment, the two following classes:

Class I: County officials.

Class II: Other citizens of Baltimore County to be appointed by
the County Commissioners of Baltimore County.

443. The members of Class I shall serve without compensation,
one of whom shall be the director of Public Works ex-officio, one of
whom shall be the County Superintendent of Schools ex-officio, and
one of whom shall be a member of the Board of County Commis-
sioners ex-officio who shall be designated by that body. The terms
of the members comprising Class I shall correspond to their official
tenures.

444. (a) The members of Class II shall be residents of Baltimore
County and shall be appointed by the Board of County Commissioners
in the following manner: At least one member of the Board shall
reside in the First, Second, fourth, or Thirteenth Election District;
one shall reside in the Third, Fifth, Sixth, Seventh, Eighth, Ninth,
or Tenth Election District; one shall reside in the Eleventh, Twelfth,
or fourteenth District; one shall reside in the Fifteenth District;
and two shall be appointed without requirement as to district
residence.

(b) The members of Class II shall hold no other County office.
The term of one of the members of Class II first appointed shall be
one year, and the respective terms of the other members first ap-
pointed shall be two, three, four, five and six years, the respective
terms to be designated by the Board of County Commissioners at the
time of each appointment. Nothing in this section shall be construed
to prevent the Board of County Commissioners from appointing to
the Planning Board any person who is now serving on the Planning
Commission of Baltimore County.

445. The Planning Board shall have the right to exercise all
powers and functions granted to it in this title and the power to do
any and all acts necessary for the purpose of carrying out the pro-
visions of this title. The Board of County Commissioners shall select
a chairman from the members of Class II. The Planning Board shall
create and fill such other offices as it may determine. It may employ
and discharge at pleasure experts and a staff necessary to the accom-
plishments of the purposes of this sub-heading, and pay for their
services, and for such expenses as may be necessary and proper in
its judgment, not exceeding in all, exclusive of gifts, the amounts
appropriated by the Board of County Commissioners for its use. The
Board of County Commissioners shall appropriate, in the same man-
ner as other appropriations are made, such money as in its discretion
is necessary for the work of the Planning Board, for the year for
which the appropriation is made. The amount so appropriated shall
be assessed, levied and collected in the same manner as moneys appro-
priated for other current expenses of the County. The Chairman and
members of the Planning Commission shall receive such compensation
for expenses as may be determined by the County Commissioners of
Baltimore County and as set forth in the budget, provided, however,
