be construed as implying that in the absence of this section the
requirements of Sections 128 and 132, inclusive, could properly be
otherwise construed.

SEC. 2. And be it further enacted, That Section 29 (h) of said
Article, sub-title "Rate of Tax", be and it is hereby repealed.

SEC. 3. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 564
(Senate Bill 164)

AN ACT to add ten new sections to Article 65A of the Annotated
Code of Maryland (1951 Edition), title "Morgan State College",
said new sections to be known as Sections 14 to 23, inclusive, of
said Article and to follow immediately after Section 13 of said
Article, authorizing Morgan State College to construct dormi-
tories for students, to impose charges or fees for the right of use
thereof, and authorizing Morgan State College to issue revenue
bonds for the construction of said dormitories, the principal and
interest of which to be payable solely from the fees and charges
for the right of use OF THE EXISTING BUILDINGS AND of
the buildings constructed with the proceeds of said bonds except
for interest prior to, during and for one year after completion of
construction, provided that interest during such period may be
paid out of bond proceeds and/or out of such monies as may be
allocated for such purpose, and providing that the said bonds in
no way be the debt or obligation of the State of Maryland or any
sub-division thereof and exempting said bonds from taxation.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 14 to 23 be and the same hereby are added to Article
65A of the Annotated Code of Maryland (1951 Edition), title
"Morgan State College", said new sections to follow immediately
after Section 13 of said Article, and to read as follows:

14. As used in this sub-title the following words and terms shall
have the following meanings, unless the context shall indicate
another different meaning or intent: (1) the word "resolution"
shall mean a resolution adopted by a majority of the members of
the Board of Trustees of Morgan State College; (2) the word
"costs" as applied to any project shall embrace the cost of con-
struction, the cost of the acquisition of all land, rights of way, prop-
erty rights, easements and interests acquired by the Morgan State
College for such construction, the cost of all machinery and equip-
ment, financing charges, interest prior to and during construction
